Dear Mr. Bruggink:

Thanks for the opportunity to meet with you and the U.S. Forest Services staff at the Buffillo
Creek Station to discuss potential corrosion and sediment control remediation efforts in the areas
affected by the May, 1996 burn.

As you requested, on August 5-6, 1996, Christine Turner and Chuck Austin (Revex), Ron Ramsey
(Blue Mountain Hydro.......!;T1g) and Doug Graham and Mike Harding (Weyerbseuser) inspected
the area proposed for application of the Soil Guard bonded fiber matrix (BFM) as well as other
affected areas within the bum to observe the current operating procedures and to suggest possible
complementary best management practices (BMPs). The purpose of this memo is to 1) confirm
the area and procedures for BFM application, and 2) to provide information on some supportive
practices for the I'fmHmoer of the affected watershed.

Bonded Fiber Matrix Application
Critical Area Identification

The Bonded Fiber Matrix (BFM) selected by the USFS for application at Buffillo Creek is unique
in its high level of erosion control effectiveness, application procedures and cost. For these reasons
and others, it is important that it be used on the most critical areas in the watershed and not where
other cost-effective practices would be more appropriate. Typically, the BFM is specified under
the following conditions:

. Highly erodible soils or areas ofloose ash
. Steep gradients of3: 1 or greater
. Areas devoid of vegetation which require temporary surfiIce treatments to stay in place until
vegetation is established
. Areas where erosion and downslope delivery of sediment would impact si.gJrificant resources,
incblrn.,g public safety, transportation corridors, homes, bl1~'=Sses and infrastructure
. Slopes where steepness or instability presents unsafe working condition for ground labor
. Areas which require innnediate and rapid deployment of effective erosion control
