<br />Throughout the study segment of the South Platte River in Adams <br />County, levees have also been constructed as a flood protection <br />measure. Photographic evidence of the South Platte River floods of <br />1965 and 1973 (References 18 and 19), however, show these levees to <br />be ineffective against lOa-year frequency floods. On large <br />segments of the South Platte River, historical records indicate <br />that the 1965 and 1973 floods were of the lOa-year magnitude or <br />greater. <br /> <br />A major drainageway planning report has been completed for Big Dry <br />Creek (Reference 20). This report designates various structural <br />measures and nonstructural actions which would be appropriate to <br />alleviate potential flood damage along this stream. <br /> <br />In the City of Federal Heights, a detention pond was constructed <br />near Elm Court, at the upstream limit of study for Tributary M of <br />Niver Creek. This pond is designed to attenuate the peak lOa-year <br />flow from 226 cfs to 200 cfs. <br /> <br />Nonstructural measures of flood protection are also used to aid in <br />the prevention of future flood damage. These are the result of <br />regulations of the UDFCD, located in Denver, Colorado. <br /> <br />No flood <br />but the <br />possible <br /> <br />protection measures exist in the City of Northglenn area, <br />Denver Region UDFCD plans to fund a study to evaluate <br />channel and structural improvements to alleviate flooding. <br /> <br />The City of Thornton is presently making structural improvements on <br />Niver Creek which will reduce or eliminate future flood damages. <br />The effects of these improvements were considered in the study for <br />Thornton. <br /> <br />The City <br />(Hoffman <br />damages. <br /> <br />has also made improvements on the Northfield <br />Drainageway) which have alleviated potential <br />These improvements were considered in the study. <br /> <br />Creek <br />flood <br /> <br />The other flood protection measures which are presently in <br />existence are local floodplain management measures. The City of <br />Thornton passed the Storm Drainage and Flood Control Ordinance. <br />Ordinance No. 693, on July 28, 1975, which requires any new <br />development to provide detention storage so that the runoff rate <br />before and after anticipated development will not increase flows. <br /> <br />23 <br />
