The U.S. Department of the Army, Corps of Engineers, Sacramento
District; the U.S. Geological Survey; and the Colorado Water Conser-
vation Board were contacted for information used in the preparation
of this study.

The final community coordination meeting was held on April 4,
1982, and was attended by representatives of the Federal Emergency
Management Agency, the study contractor, and the town. No problems
were raised at this meeting.

2.0 AREA STUDIED

2.1 Scope of study

This Flood Insurance Study covers the incorporated areas of the
Town of paonia, Delta County, Colorado. The area of study is
shown on the Vicinity Map (Figure 1).

The portion of Delta County located within the corporate limits
of paonia was not included in this study.

Detailed studies covered Minnesota Creek and North Fork Gunnison
River.

Those areas studied by detailed methods were chosen with considera-
tion given to all proposed construction and forecasted development
through 19B6.

2.2 Community Description

Paonia is located in eastern Delta County, in west-central Colorado.

The town lies on the western slope of the Rocky Mountains, and
is located approximately 55 miles southeast of the City of Grand
Junction, Colorado and approximately 30 miles northeast of the
City of Delta, Colorado. paonia is surrounded by unincorporated
areas of Delta County.

The Ute Indians were the earliest residents of western Colorado.
In 1868 the Utes were relocated to a reservation which included
Delta County and the surrounding area. This reservation was dis-
solved by an IBBO treaty which relocated the Ute Indians to a
new reservation in northeastern Utah. On September 1, 1881, the
old Ute Indian reservation was opened for resettlement.

The Town of Paonia was founded in September IBBl by Samuel Wade,
an indian fighter and surveyor, who staked a claim there. He
started a post office and a store, naming the post office Paeonia
after the Latin spelling of his favorite flower, the peony. The
town was incorporated in 1903. Its primary industry is coal mining.

2
