These funds were requested to prepare Project <br />Information Reports (PIR) for the Corps constructed flood control projects at Pueblo, La Junta <br />and Las Animas. The funds were received on May 13, 1999. The PIRs represent the fIrst step <br />towards rehabilitation of damaged flood protection works. <br /> <br />Catastrophic Disaster Preparedness Program: This Corps program is fInanced under the <br />Operation and Maintenance, General appropriation 96X3123. The program provides for training, <br />acquisition of incidental supplies and equipment, and rent for Emergency Operation Centers. <br />The program also provides staffIng of advance disaster planning work. During an emergency, if <br />district funds under the Flood Control and Coastal Emergencies appropriation 96X3125 are <br />unavailable for re-programming to supplement the PL-99 funds and the Corps of Engineers <br />Headquarters offIce CECW-OE is not available to authorize a supplement of funds verbally, the <br />District Commander can temporarily transfer emergency flood operation costs to the Operation <br />and Maintenance, General appropriation 96X3123. Temporary transfer of costs can also be made <br />to other flood control appropriations (i.e., 96X3121 General Investigations, 96X3122 <br />Construction, General). <br /> <br />On May 12, 1999, under the District Commander's authority to transfer up to $100,000 in cost to <br />other flood control appropriations, $93,300 ($52,000 for emergency operations at John Martin <br />Reservoir, and $41,300 for Trinidad Reservoir) was made available from the Operation and <br />Maintenance, General appropriation. The U.S. Army Corps of Engineers South PacifIc Division <br />Commander in San Francisco, California has authority to transfer up to $500,000 to other flood <br />control appropriations. On May 17, 1999, the Corps of Engineers Albuquerque District <br />requested the South PacifIc Division Commander to re-program $431,600 of Operation and <br />Maintenance, General funds for the flood emergency work. The re-programmed funds were <br />provided on May 18, 1999. On May 19, 1999, $250,600 of the re-programmed funds was <br />allocated to the John Martin Project Office to award a contract for stabilization of the Fort Lyon <br />Levee toe. These funds will be returned to the original project accounts when additional funds <br />are made available to the Albuquerque District. <br /> <br />Continuing Authorities Program: Three streambank erosion problems along Fountain Creek that <br />were threatening public facilities had been identifIed for emergency streambank protection under <br />Section 14 of Public Law 79-526, the Flood Control Act of 1946, as amended. Section 14 <br />Emergency Streambank and Shore Protection projects and similar standing authorities for small <br />local flood protection and environmental mitigation projects are funded under the Corps of <br />Engineers Continuing Authorities Program. Funds are programmed annually as "Remaining <br />Items" through the Construction General Appropriation 96X3122. The three projects were <br />discontinued when local sponsors withdrew their support in favor of repair and restoration <br />services offered by the Natural Resource Conservation Service (NRCS).
