C-i:>torado. During the afternoon of April 30, 1999, the Flood Warning was expanded to include
Las Animas County in anticipation of expected flooding along the lower Purgatoire River by the
morning of May 1,1999.

On May 1, 1999, Flood Statements were issued throughout the day addressing the Flood
Warnings and Flash Flood Watches in effect. The ongoing flooding along Fountain Creek, the
ongoing and anticipated flooding along the Arkansas, the ongoing and anticipated flooding along
the Purgatoire, and the continued threat of flash flooding across much of southeast Colorado
were also addressed in the Flood Statements. SignifIcant Weather Outlooks addressing the Flood
Warnings and Flash Flood Watches in effect, as well as the ongoing flooding, were issued at 7
AM and noon. Late in the day on May I, 1999, the Flood Warning for Fremont and Custer
Counties was lowered as the threat of flooding passed in those areas in response to diminishing
rainfall and lowering snow levels. The Flash Flood Watch that was in effect for much of
southeast Colorado was also canceled at that time for the same reasons.

On the morning of May 2,1999, a Flash Flood Watch was issued for the area known as North La
Junta in response to a possible dike failure. Around noon on May 2, 1999, a Flood Statement
was issued addressing the possibility of minor flooding by the morning of May 3,1999
downstream of John Martin Reservoir in eastern Bent and Prowers Counties due to necessary
releases from John Martin Dam. Flood Statements were issued throughout the day on May 2,
1999 addressing the Flood Warnings in effect, the ongoing flooding along Fountain Creek, the
ongoing flooding along the Arkansas, the ongoing flooding along the Purgatoire river, the
possibility of flash flooding in North La Junta due to dike failure, and the potential for minor
flooding downstream of John Martin Reservoir. SignifIcant Weather Outlooks addressing the
flooding were issued at 7 AM and noon. On the evening of May 2, 1999, the Flash Flood Watch
for the area known as North La Junta was canceled as the threat of flash flooding from dike
failure had diminished.

By mid day on May 3,1999, floodwaters had retreated along Fountain Creek and along the
Arkansas in Pueblo County. Consequently, the Flood Warning for EI Paso and Pueblo Counties
was canceled. Flood Statements were issued throughout the day on May 3, 1999 addressing the
Flood Warnings in effect, the receding flood waters along Fountain Creek and the Arkansas
River in EI Paso and Pueblo Counties, the ongoing flooding along the Arkansas and Purgatoire
rivers in Otero, Crowley, Bent and Las Animas Counties, and the potential for minor flooding
problems downstream of John Martin Reservoir. SignifIcant Weather Outlooks addressing the
flooding were issued at 7 AM and noon.

On May 4, 1999, Flood Statements were issued throughout the day addressing the Flood
Warnings in effect, the ongoing flooding along the Arkansas and the Purgatoire Rivers in Otero,
Crowley, Bent and Las Animas Counties, and the potential for minor flooding problems
downstream of John Martin Reservoir. SignifIcant Weather Outlooks addressing the flooding
were issued at 7 AM and noon.

On the morning of May 5, 1999, another Flood Statement was issued regarding the Flood

Post Flood Assessment Report

26

Chapter 3 - Flood of April 29, 1999
Draft Revised 09/09/99
