<br />State of Wyoming l268-DR-WY <br />Hazard Mitigation Survey Team Report <br /> <br />Executive Summary <br /> <br />On February 17,1999 the President declared a disaster in the State of Wyoming due to a severe <br />winter storm that affected the state between October 5, 1998 through October 9, 1998. Niobrara <br />County was the only county initially declared for Public Assistance and Mitigation statewide. <br />On March 15, 1999, the declaration was amended to also include Goshen County for Public <br />Assistance. This is the fIrst disaster declaration for the State of Wyoming since the Disaster <br />Relief Act of 1974, P. L. 93-288, was amended in 1988 by P. L. 100-707 (the Robert Stafford <br />Disaster Relief Act). Total local, state, and federal estimated damages for l268-DR- Wy will <br />exceed $1,000,000 <br /> <br />The Hazard Mitigation Survey Team (HMST) which includes the Wyoming Governor's Multi- <br />Hazard Task Force convened on March 10, 1999 to identify issues and to determine hazard <br />mitigation opportunities in Wyoming. The intent of the meeting was to address long term <br />mitigation recommendations designed to lessen or eliminate the effects from future severe winter <br />weather/ice storm disasters. Since this disaster was unique in the damage it caused, the HMST <br />used an open discussion forum for identifying severe winter storm mitigation priorities and <br />recommendations. The priorities that emerged during the HMST meeting are to: <br /> <br />. harden any transmission lines (electrical, water, gas, and telecommunication); <br />. address mitigation through public education and awareness regarding severe winter <br />storms. <br /> <br />The following issues with recommendations were identified for implementation in support of <br />the priorities as listed above: <br /> <br />. Improving overhead power lines <br />. Developing a power line inspection and assessment program <br />. Increasing use of existing pole testing and replacement programs <br />. Life support systems <br />. Generators <br />. Right of way/access <br />. Damage assessment <br />. Public awareness <br />. Emergency operations plans <br /> <br />These priorities, issues and recommendations as listed in this report will serve as the basis for <br />updating the State Hazard Mitigation Plan. <br /> <br />3 <br />
