Increase 9% <br /> <br />A 1 arge increase in O&M costs was projected for FY 1982, primarily due to <br />replacement of an airplane, the Polychlorinated Biphenyl (PCB) program, and <br />work associated with the Ault and Archer Substations additions. Aside from <br />a large increase in FY 1984, the average annual increase in the FY 1982-1986 <br />period is about 3.5 percent. The large increase in FY 1984 is due primarily <br />to the programmed repairs on the spillway at Glen Canyon. <br /> <br />2. Energy Purchase Expenses. Purchases for firming and fuel <br />replacement sales are made throughout the year. The amounts purchased are <br />determined by market conditions and transmission capabilities. Energy <br />purchase expenses are shown in Column 5 of Table 2. For historical years, <br />the costs in Column 5 include the expenses of all energy purchased including <br />Hoover deficiency energy, CRSP, Rio Grande, & Parker-Davis firming, and fuel <br />conservation. For future years, the expenses in Column 5 include only the <br />costs of CRSP & Rio Grande firming energy and do not include any costs of <br />energy for Hoover deficiencies, Parker-Davis firming, or fuel replacement <br />sales. Hoover deficiencies ceased in 1980 with the filling of Lake Powell. <br />Estimated expenses for Parker-Davis Project are not included because <br />payments by that Project will counterbalance the costs of any firming <br />purchases made for them. Estimated net revenues from fuel replacement sales <br />have been included in the study, and purchase costs for that purpose are <br />therefore not included.
