.

.

.

PREFACE

This Floodplain Information Report (FIR) is part of a program by the Colorado Water Conservation
Board (CWCB) to make approximate floodplain maps prepared by the Federal Emergency
Management Agency (FEMA) or other entities easier for local governments to use. This CWCB
report provides limited engineering information to support the approximate delineations on the
floodplain maps, and it provides floodplain management information to guide the local
governments in the use of the maps.

In the past, the official floodplain information for the City of Yuma was the Flood Hazard
Boundary Map (FHBM), dated April 23, 1976. The FHBM was prepared by the Federal Insurance
Administration, however, it did not include any engineering information to describe the basis of the
approximate floodplain mapping. The Federal Emergency Management Agency (FEMA) later
determined in 1984 that the FHBM was in error, and rescinded the floodplain map for Yuma. Since
1984, Yuma has been designated as having "No Special Flood Hazard Areas" for the purposes of
the National Flood Insurance Program.

The initial purpose of this report is to provide the City with limited technical information and
approximate floodplain delineations for the identification of flood hazards in the cornmunity. This
report is intended to be used by the City for internal purposes, and not as an NFIP map that replaces
the rescinded FHBM. In addition, the FIR gives the City some basic information about floodplain
management and provides some alternatives that could be considered in formulating and
implementing floodplain management objectives.

The CWCB proposes to designate and approve the new floodplain information referenced in this
report, and rescind the old FHBM.
