<br />SUMMARY <br /> <br />development alternatives proposed in this report would be <br />implemented, the available water supply for those projects could <br />be reduced if their water rights are junior to those of the <br />AB Lateral Facility. The water rights granted to the AB Lateral <br />Facility would reserve more water available for use in the <br />Gunnison River Basin. <br /> <br />Public Involvement <br /> <br />. <br />Public involvement activities are described in this draft <br />environmental statement. Various proposals for hydropower <br />development on the uncompahgre Valley Reclamation Project have <br />been considered since 1979. In 1986, Reclamation began issuing <br />news releases and consulting with agencies on the AB Lateral <br />proposal. Reclamation began preparing an environmental <br />assessment and conducted environmental scoping meetings in 1987. <br />Following public review of the assessment, Reclamation determined <br />that an environmental impact statement should be prepared. <br />Significant issues were determined throughout the public <br />involvement process, and studies were completed to answer issues <br />and concerns. A final environmental impact statement and a <br />record of decision will also be prepared. <br /> <br />Summary <br /> <br />The following tables (S-1 through S-4) summarize information on <br />the facility, including alternative costs, benefits, energy <br />production, river flows, irreversible and irretrievable impacts, <br />as well as other environmental parameters. A benefit/cost ratio <br />has been computed for each of the development alternatives. Only <br />the sale of power generation has been included in the benefits . <br />calculation. Costs include the cost of constructing and <br />operating the alternatives, environmental mitigation costs, as <br />well as property taxes. The project sponsor's preferred plan is <br />alternative C, which maximizes the benefit/cost ratio. <br /> <br />S - 11 <br />
