<br /> <br />How to use this flood response plan <br /> <br />This flood response plan was designed to be a complete but compact decision-aid to assist <br />city and county decision-makers in making decisions regarding flooding events along and in <br />I the floodplains of Black Hawk and Central city. It contains five tools to assist in the decision- <br />making process: <br /> <br /> <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br />I <br /> <br />1. A map of Black Hawk and Central City (Figure 1). <br /> <br />2. A communication flow chart of emergency response and county, state and <br />federal agencies Involved In flood response activities (Figure 2). <br /> <br />3. A table containing current telephone numbers and radio frequencies used by <br />each agency (Table 1). <br /> <br />4. A table (Table 2) depicting temperature and dew point combinations for the <br />Pickle Gulch Weather Station. Table provides guidance for the potential or <br />non-potential of heavy rainfall within Black Hawk and Central city. <br /> <br />5. Examples of National Weather Service Products and Information and Internet <br />addresses to access the Information (Page 14). <br /> <br />The Flood Response Plan relies upon on the National Weather Service (NWS) in Boulder, <br />Colorado. Forecasts, advisories, watches and warnings issued by the NWS-Boulder for <br />Gilpin County, and the cities Black Hawk and Central City are identified as criteria used by <br />decision makers to declare levels of readiness (Stages 1-4). Observations of stream and <br />gulch stage height and temperature/dew point combinations observed by the Pickle Gulch <br />Weather Station are also in the decision making process. <br /> <br />II is suggested very highly that a .weather watcher" network be organized throughout Black <br />Hawk and Central City so that observations of rainfall can be taken using rain Gauges. The <br />rainfall observations will aid greatly in verification of radar observations and will provide <br />information to the National Weather Service that may help to improve lead-time for the <br />issuance of advisories and warnings. The need for a flood detection network has been <br />noted and should be developed and incorporated into this plan. <br /> <br />Note: Heavy rainfall and subsequent flooding can be associated with severe thunderstorms. <br />Therefore the issuance of Severe Thunderstorm Watches, and Severe Thunderstorm <br />Wamings issued by the NWS-Boulder are used as criteria for the declaration of a Stage 2 <br />and Stage 3 level of readiness respectively. <br /> <br />Stage 1 <br /> <br />I~ 'he fIrst level "r d(/meS 111<1 IS 1",,,,,,, ;11" Un l/n' 'Jranqe A StaQe 1 can be <br />declared by any of the following personnel: The Gilpin County Sheriff, the Black Hawk Fire <br />Chief and or the Central City Fire Chief. A SlaQe 1 is to be issued based on any or all of the <br />following criteria: The National Weather Service states that there is a heavy rainfall potential <br />for Gilpin County in their zone forecast, and/or significant weather outlook and the Pickle <br />Gulch Weather Station temperature/dew point combination found on the table on page 13 is <br />observed in a YES catora 0 . <br /> <br /> <br />Is the second level of readiness and is depicted by the color blue. A StaQe 2 can be <br />declared by any of the following personnel: The Gilpin County Sheriff, the Black Hawk Fire <br />Chief and or the Central City Fire Chief. A StaQe 2 is issued based on any or all of the <br />following criteria: The NWS issues a Flash Flood Watch, Flood Watch, and or a Severe <br />Thunderstorm Watch for any or all portions of Black Hawk and Central City. The EOC <br />Chiefs (Gilpin County Sheriff. Black Hawk Fire Chief and or Central City Fire Chief) should <br />activate the County Emergency Operations Center in the Gilpin County Justice Center and <br />insure notification of county. city agencies and NWS of the potential threat and Stage 2 level <br />of readiness. EOC staff should monitor NWS forecasts, products. radar and the Pickle <br />Gulch Weather Station and Ian their res onse to ossible floodin , <br /> <br /> <br />Is the highest level of readiness and IS depicted by the color red A StaQe 3 can be <br />declared by any of the following personnel: The Gilpin County Sheriff, the Black Hawk Fire <br />Chief and or the Central City Fire Chief. A StaQe 3 is issued based on any or all of the <br />following criteria: The NWS issues a Flash Flood Waming, Flood Warning, Urban and Small <br />Stream Flood Advisory and or Severe Thunderstorm Warning for any or all portions of Black <br />Hawk and Central City. The EOC ChIefs (Gilpin County Shellff. Black Hawk Fire Chief and <br />or Central City Fire Chief) should activate the County Emergency Operations Center In the <br />Gilpin County Justice Center, " It has not already been activated. and Insure notification of <br />county. city agencIes and NWS 01 the Imminent threat EOC staff shoutd momtor NWS <br />forecasts, products, radar and the Pickle Gulch Weather Station and plan their response to <br />flooding <br /> <br />Evacuations of people on the streets on Black Hawk and Central City may have to be <br />enacted to Insure the maximum rotection of lives. <br /> <br /> <br />Is a notification to agencies that the flooding threat has ended and is depicted by the color <br />green. A StaQe 4 can be declared by any of the following personnel: The Gilpin County <br />Sheriff, the Black Hawk Fire Chief and or the Central City Fire Chief. A StaQe 4 is issued <br />based on any or all of the following criteria: Verbal communication between the EOC staff <br />and NWS-Boulder where the NWS states that the heavy rainfallthreal has ended. <br /> <br />HR3 <br />
