<br />downstream level of control must be evaluated and any changes to the IOO-year <br />floodplain must be presented to the local jurisdiction. <br />5.5.2 Incidental Flood Control Storage <br />Many irrigation reservoirs throughout the State of Colorado have a inherent level of flood <br />control through their design and daily operations. These facilities include all non-flood <br />control storage reservoirs not owned and operated a government entity and include those <br />owned by quasi-government organizations and private companies and parties, These <br />facilities come under the jurisdiction of the State Engineer's Office, <br />Policv statement: The facility must providll a minimum of three feet of freeboard <br />above the routed loo-year flood event. (f the facility is subject to a storage <br />restriction, the amount of flood storage will be determined on a case-bY-I'.ase basis. <br />The operation characteristics must be dllfined in a written operations plan and <br />approved by local jurisdictious. <br />5.2.3 Incidental Detention Storage FaciJitie~ <br />Incidental detention storage facilities are those which are not specifically designed for <br />flood control but, through their operations or design, have an impact on flood flows, <br />Types of facilities include all roadway, railroad, canals as dikes, recreational ponds, and <br />other embankments which temporarily store storm runoff and are normally dry with an <br />ungated outlet structure, The facility mllSt be under and agreement with a governmental <br />entity. <br />Policv statement: The maximum flood storage that can be accounted for' in the <br />hydrologic model is the volume obtained with three foot of freeboard from the point <br />of overtopping to the routed IOO-yellr water surface elevation. Policies of the <br />respective reviewing agencies (UD&FCD, CnOT, FEMA, etc) are to be considered. <br /> <br />5.3 Effects of Irrigation Canals and Ditches <br /> <br />There are many cases throughout the state where inter--basin transfer of stormwater occur through <br /> <br />canal systems incidentally, These conveyance systems can reduce the effective runoff within the <br /> <br />~ <br /> <br />4 <br />
