During a storm, it will be desirable <br />to drive to the site and read the staff '.age once the first <br />phone message has been receive,d. It will be much easier to <br />reach a bridge on a paved road than a flooded Texas crossing on <br />a dirt road, particularly .rhen the gage at the low road <br />crossing site could be isola1:e,d by both Kiowa Creek and Jack <br />Rabbit Creek. <br /> <br />A second modification i.s also sugc.ested. Instead of <br />locating the second flood detection gage midway between <br />Colorado Highway 52 and Wiggins, we 1N"ould like to explore the <br />utility of a downstream site much closer tC) town. A good site <br />is available about 3 stream miles upstream of Wiggins, below <br />the mouth of Rock Creek (SWl/4NWl/4Sec.32,T3N,R60W). A warning <br />gage site this close to town has the :Eollowing advantages: <br /> <br />a. <br />centered on <br />Highway 52. <br /> <br />It 'N"ould detect any flood occurring f'rom a <br />Rock Creek and t,he Kiowa Creek Basin <br /> <br />storm <br />below <br /> <br />b. It would provide an accurate loclk at the size of the <br />flood just befor,: it reaches t:own. ~rhe additional accuracy is <br />desired in order to close the Burlinqton Northern tracks only <br />when absolutely necessary. Flood peaks occurring further <br />upstream are subj ect. to ei t,her reduction by attenuation or <br />increase by coincident flows f'rom Rock CreE~k. <br /> <br />c. The location offers a good sit:e to build a flood <br />warning gage, bo1:h hydraulically and struct:urally. <br /> <br />d. Time and money could be saved if we did not have to <br />undertake a separate study of Rock Cr'~ek hydrology and develop <br />a routing model. <br /> <br />We need your response to the following quest:ions before <br />proceeding with 1:he study: <br /> <br />a. Can the Corps spe,cify the low cost flood warning <br />gage to provide flood detection for Wiggins? <br /> <br />b. Can ,ve use the Highway 52 bridge, rather than the <br />Texas crossing located 1 mile downstream, for the upstream gage <br />site? <br />
