Town Manager <br />Town of Wiggins, Colorado <br /> <br />Background Information: <br /> <br />The Town of Wiggins and the State of COlorado completed a <br />flood control pro j ect on Kiowa Crel~~: in 1988. This pro j ect <br />provides the community with lOO-year flood protection. FEMA <br />has acknowledged this pro ject and 110lS amended the community 's <br />flood insurance map to show the flood protection that the <br />project provides. The Town is the project sponsor and is <br />responsible for the operation and maintenance of the project. <br /> <br />Planning Tasks: <br /> <br />A requirement of the project is the implementation and <br />administration of a flood warning s:ystem. A f~()od warning <br />system is required because there are two closure structures for <br />the levee system. These closure structures are manually <br />operated; therefore, their operations are dependent upon <br />advance notification regarding specific particular flood events. <br /> <br />The Town has adopted an Operation and Maintenance Manual <br />which has a "Flood Operations Plan". This plan requires <br />certain flood warning dat:a and information. The Corps of <br />Engineers is requested to perform hydraulic investigations on <br />Kiowa Creek at two locations upstream of Wiggins using the <br />design hydrology developed for the flood control project. <br />These values are presented on page 5 of the manual (copy <br />enclosed) . <br /> <br />Requested Products: <br /> <br />Through the hydraUlic analysis, the Corps will: <br /> <br />o <br /> <br />determine discharge - stage relationships at a Weld <br />County road crossing 1 mile downstream of Colorado <br />Highway No. 52 and for a cross--section yet to be <br />determined mid-way between Colorado Highway No. 52 <br />the Town of Wiggins; <br /> <br />and <br /> <br />1903EW <br />
