If the floats <br />are disturbed sufficiently by vandals, an alarm will be <br />transmitted. Alarms receiv,ed I.hen no flooding is occurring <br />are a sign that: the gage is :bEdng disturbed and law enforce- <br />ment agencies should be notified. <br /> <br />return <br />Flood <br />rises <br />desig- <br /> <br />5.3 Flood Warning System Management <br />5.3.1 An effective response 1:0 flood alarms and the op- <br />eration and maintenance of 1:he system requires that indi- <br />viduals understand their r,asponsibilities before a flood. <br />Addi tionally, as time passels ,< vacancies in flood emergency <br />positions must be filled. <br />5.3.2 The following positions need to be designated: <br />5.3.2.1 Flood Coordinator <br />a. Responsible for decidinq I.hen to request that the rail- <br />road shut their closure and "i/hen to begin closing Highway 6. <br />b. Sends volunteer flood "i/atchers to check on flooding up- <br />stream of town. <br />c. Contacts observers and gets reports of rainfall and <br />stream conditions in the upp,ar part of the watershed. <br />d. Contacts the National 'Ii/eather Service Office in <br />to get a rainfall forecast and 1:0 advise them of Kiowa <br />flooding. <br />e. Delegates work to volun1:eers and selects replacements <br />for vacancies. <br />f. Notifies county, <br />flooding. <br />g. Works wit:h county and s1:ate officials to coordinate the <br />closure of roads and evacuation of low-lying areas. <br />h. Schedules tests and drills. <br />1. Must have the authority 1:0 make quick decisions. <br />j. Must have access to a second phone to contact observers <br />and coordinate the flood response vdthout tying up the phone <br />and blocking incoming flood alarms. The flood coordinator <br />should delegate, someone to listen for additional alarm calls <br />from the gages and report them. <br />5.3.2.2 Flood rTatcher <br />a. Reads the staff gage. <br />b. Checks trouble spots upstream of the alarm qage where <br />observer information is incomplete. <br />c. Relays reports 'to the Flood Coordinator. <br />d. Should have a 4 wheel-drive vehicle to get 1:0 gages dur- <br />ing storms. <br />5. 3 . 2 . 3 Observe,rs <br />a. Take rainfall readings and check on stream flooding in <br />their area. <br />b.
