<br />COMMENTARY <br /> <br />Station 540+00 to Station 600+00 <br />950-feet downstream of Kipling Street to Prospect Park <br />Portions of Reaches III A & III B <br />The floodplain management strategy for this segment includes a combination <br />of Floodplain Preservation and Channel Improvp.men~ at Kipl ing Street and at <br />the confluence of Lena Gulch. <br /> <br />COST ESTrr~ATE <br /> <br />Station 540+00 to Station 600+00 <br /> <br />CONSTRIJCTI ON <br /> <br />The proposed improvements at Kipl ing Street include 1800-feet of rock-lined <br />channel, a new 50-feet bridge span extension and a low water crossing at <br />Lena Gulch. A 3~-inch sanitary sewer will be relocated along the north bank <br />outside the channel limits. The existing trail downstream of Kipling will <br />be relocated to the south bank. This is necessary because of the lack of <br />available land. on the north side of the creek after channel improvements are <br />made. <br /> <br />Channe 1 Improvement Co st s <br /> <br />Channel-Crossing Costs <br /> <br />The proposed channel improvements at Kipl ing coupled with the completed Lena <br />Gulch project should el iminate the overtopping of Kipl ing Street by the <br />100-year flood. At Station 556+00 the floodplain 1 imits encroach on an <br />office building parking lot currently planned for construction. The <br />100-year floodpl ain will be confined to the proposed channel from Station <br />555+00 to Station 546+00. From Station 546+00 downstream to Station 540+00, <br />where the improved floodplain joins the regulatory floodplain, the channel <br />is breached creat ing shallow flood ing immed i ate 1 y adj acent to the channp.l <br />pro per. <br /> <br />IJtility Relocation Costs <br /> <br />TOTAL CONSTRUCTION COSTS <br /> <br />ENGINEERING AND CONTINGENCIES (30% of Construction Costs) <br /> <br />It should be noted that the regulatory floodplain needs to be maintained <br />until the complete Lena Gulch improvement project and the proposed Clear <br />Creek improvements have been constructed and a new floodpl ain is adopted. <br /> <br />FISCAL, LEGAL AND ADMINISTRATIVE (10% of Above Total) <br /> <br />Two residential structures, on Pierson Street, will remain within the regu- <br />latory floodplain. Flood insurance should be purchased by these residences, <br />and, if substantially d1ll1aged or totally destroyed by flood d1ll1ages, the <br />strucutres should be acquired under the constructive total loss provisions, <br />or Section 1362, of the Flood Insurance Act. The acquired parcels could <br />then be ded icated to the City of Wheat Ridge for park and open space <br />purposes. <br /> <br />PROPERTY ACQIJISITION COSTS <br /> <br />The hiker/biker trail continues on the south side of the creek to West 41st <br />Avenue. It is recommended that the City of Wheat Ridge proceed with the <br />proposed pl an to purchase a 20-feet easement along the north edge of the <br />Northwest Lake\ll)od Treatment Pl ant.
