Ben Urbonas, P.E. <br />Urban Drainage and Flood <br />Control District . <br />2480 West 26th Avenue/Suite 156B <br />Denver, Colorado 80211 <br /> <br />RE: Lower Clear Creek <br />Phase A Report <br /> <br />Dear Ben: <br /> <br />You asked me to review the above Phase A Report and render <br />a legal opinion on the alternatives presented by Wright-McLaughlin <br />Engineers. My review of this Phase A Report was made in conjunction <br />with my on-site inspection during October 1980 of the portion of <br />the drainage basin ranging from Wadsworth Boulevard to the Platte <br />River. <br /> <br />OBSERVATIONS: <br /> <br />1. This is a large drainage basin (575 square miles) that <br />starts outside the District (approximately 400 square miles) but <br />eventually is tributary to the South Platte River within the <br />boundaries of the District (approximately 175 square miles). The <br />Report (IV-17) states that "the potential for a Big Thompson type <br />flood disaster on lower Clear Creek does exist". <br /> <br />2. This is already a developing basin within the District <br />and the construction of 1-76 from 1-25 to Wadsworth is expected <br />to increase the current rate of development. The 1-76 alignment <br />is primarily within the Clear Creek floodplain. This ~overnmental <br />determination to build within ~ floodplain a major ~ype improvement <br />.which historically attracts people and industries ~o it ..hould give <br />land use thinkers ~ause for concern. <br />
