Local governments may assist in this process by adopting <br />related policies and resolutions, and by identifying structures which should <br />not be rebuilt or repaired after substantial flood damage or destruction. <br /> <br />Parks, Recreation, and Open Space <br /> <br />well as a recreation trail system, linking major streets and parks and <br />recreation nodes, while providing a safe and aesthetic transportation <br />alternative. When compl eted thi s trail system will connect the Cities of <br />Wheat Ridge and Arvada to the future South Pl atte River trail system, which <br />will extend into downtown Denver, along the Pl atte River Greenway. <br /> <br />The escal ating cost of government and an increasing demand by the publ ic for <br />more efficient provision of public services has forced government, at all <br />levels, to consider multiple use opportunities of public projects. M impor- <br />tant aspect of this demand is the combination of parks and outdoor recreation <br />activities and facilities with stream corridors and urban drainageways. <br />Recreation use potential of the lower Clear Creek corridor has been recog- <br />nized by all governmental entities, state, regional, county and local, having <br />jurisdiction along Clear Creek. <br /> <br />The trail improvements pl anned as a part of this study are discussed in <br />detail in the Commentary of each Major Drainageway Pl an drawing in this <br />report. <br /> <br />RECOMMENDED STRUCTURAL IMPROVEMENTS <br /> <br />The lower Clear Creek Master Drainage Pl an has identified several areas along <br />the corridor where the trail system is i ncompl ete. In conj unct i on wi th <br />recommended improvEffients and modifications, the required maintenance and <br />access service roads for the creek have been integrated into the pl anned and <br />exi sting recreation trail system. When compl eted, the combination hi kerf <br />biker/maintenance trail system will parallel lower Clear Creek's entire <br />length from its confluence with the South Platte River to Youngfield Street. <br />This multiple-use facility will provide maintenance access to the creek as <br /> <br />Concern by the involved entities to reduce flood hazards at several locations <br />along lower Clear Creek has resulted in the development of certain select, or <br />1 imited, structural improvements at major street crossings. In accordance <br />with the "Selected Phase B Plan" for lower Clear Creek, recommendations have <br />been made for bridge and/or channel improvements at Kipl ing Street, Tennyson <br />St reet, Lowell So ul ev ard, Denver and Ri 0 Grande We stern Ra il road, Pecos <br />Street and the confl uence wi th the South Pl atte River. Channel and bridge <br />improvements have been designed util izing the design criteria contained in <br />the Denver Regional Council of Government's Urban Drainage Criteria Manual, <br />vollll1es 1 and 2, and other acceptable criteria for the Denver metropolitan <br />area. Appendix C contains the recommended structural criteria for pl anning <br />and design of major drainageway improvements on lower Clear Creek. During <br />final design care must be taken at transitions to the natural channel to <br />ensure that the character and magnitude of fl oodwaters does not cause more <br />hann than fonnerly. <br /> <br />The Ci ty of Wheat Ri dge has acqui red much flood-prone 1 and along the creek <br />and has dedicated it to park and open space uses. The Wheat Ridge Greenbelt <br />and trail system has been pl anned and partially constructed along the creek <br />within Wheat Ridge's jurisdiction, from Youngfield to Wads\\Orth. The Colo- <br />rado Division of Highways has planned, and is constructing, a hiker/biker/ <br />maintenance trail system along Cl ear Creek from Wads\\Orth to Interstate-25 in <br />conjunction with their Interstate-76 construction project. A trail presently <br />exists from Broadway to the confl uence with the South Pl atte River, in Adams <br />Co unty. <br /> <br />Reach III B (gOO-Feet Upstream of Kipl ing Street to Upper Limit of Study Area <br />Sta. 559+O0 to Sta. 658+00). <br /> <br />The adopted strategy for floodpl ain management in this segment is Floodplain <br />Preservation. No structural improvements are recommended in thi s reach. <br />
