<br />ageway Planning for Lower Clear Creek, dated December 3,1979.
<br />
<br />Pl anning for lower Cl ear Creek has been accompl i shed in tlooO phases. Drain-
<br />age problems were defined, and alternative solutions were addressed and pre-
<br />sented in the Phase A report, publ ished in September, 1980. Phase A has
<br />been accepted by the Cities of Wheat Ridge and Arvada, Mans County and the
<br />Urban Drainage and Flood Control Di strict.

<br />In Phase B, Prel iminary Design, pl an and profile drawings have been prepared
<br />showing the location and extent of the Master Pl an improvements. Accompany-
<br />ing each drawing is a description of the recommended improvements and the
<br />estimated construction costs.
<br />
<br />The selected plan, presented in Section VI, combines floodplain preservation
<br />with limited structural improvements to roadway and railroad crossings, rock
<br />riprap channel improvements, regul ation of the 100-year floodpl ain and resi-
<br />dual 100-year floodplain, and use of flood warning systems and flood
<br />insurance.

<br />The projected total cost of the Major Drainageway improvements is
<br />$10,941,600 which incl udes the costs, in 1981 doll ars, for construction,
<br />property acquisition, engineering, contingencies, fiscal, legal and adminis-
<br />trative expenses. The total annual maintenance costs are estimated to be
<br />$215,000. A breakdown of these costs is presented with each of the pl an and
<br />profil e drawi ng s.

<br />The highest construction priority should be establ ished for the recommended
<br />bridge improvements at Tennyson Street and Lowell Bo ul ev ard. These improve-
<br />ments should be constructed prior to the construction of the Colorado State
<br />Division of Highways (CSDH) channel improvements between West 52nd Avenue
<br />and Tennyson Street. The existing structures at Tennyson and Lowell are
<br />inadequate to handle the increased flows that will result from the CSDH
<br />channel improvements upstrean of these crossinos.
