The Corps began its study <br />in 1965. In a 1968 interim report, <br />the Corps recommended construction <br />of a new dam and pumping station <br />near the mouth of the Charles that <br />could discharge flood flows into <br />Boston Harbor against any tides. <br />This dam was completed in 1977, <br />alleviating flooding problems in the <br />lower basin. The Corps issued its <br />final report in 1972, concluding that <br />flood control measures also would be <br />needed in the upper part of the <br />watershed within the next '30-40 years. <br />The cost for construction of flood <br />control structures in the upper <br />watershed, a dam and/or flood walls <br />and levees, was estimated at $100 <br />million. <br /> <br /> <br />The Corps' study revealed that up- <br />I stream wetlands played a critical role <br />in reducing downstream flooding. <br />Wetlands were found to act as a <br />series of reservoirs, absorbing and <br />
