Amendment 14 requires that the Commission promulgate <br />rules by March 31,1999. <br /> <br />Also, pursuant to 24-4-103(8)(b), C,R.S., this amendment was submitted to the Attorney General <br />for review and was found to be within the authority of the Water Quality Control Commission to <br />promulgate, and further that there are no apparent constitutional deficiencies in its form or <br />substance, Furthermore, in adopting this amendment the Commission also adopted a general <br />Statement of Basis, Specific Statutory Authority, and Purpose in compliance with 24-4-103(4), <br />C,R.S. <br /> <br />, <br /> <br />The emergency amendment is effective March 30, 1999 through April 30, 1999, This amendment <br />will be submitted to the Office of Legislative Legal Services within twenty (20) days after the date <br />of the Attorney General's Opinion, pursuantto 24-4-1 03(8)(d), C,R.S., and to the Secretary of State <br />in time for April, 1999 publication in the Colorado Register pursuant to 24-4-103(5) and (11)(d), <br />C.R.S" and will become effective as a permanent rule on April 30, 1999. <br /> <br />A copy of this amendment is attached and, made a part of this notice.' <br /> <br />Dated thisG2a-1l~ of March, 1999, at Denver, Colorado. . <br /> <br />WATER QUALITY CONTROL COMMISSION <br /> <br /> <br /> <br />~JkPui!t. - <br /> <br />Diana aser, Program Assistant <br />
