It is also reasonable to <br />conclude that under pre-fire circumstances, only minor flooding or damage would have <br />occurred as a result of these two storms. <br /> <br />The fife destroyed all the vegetation in the area and charred the remaining soil. With the <br />loss of vegetation, came the loss of anything to hold the soil in place. When the soil was <br />burnt, it lost most of its ability to absorb any water and this, combined with the loss of <br />vegetation, increased the runoff worsening any flood conditions. <br /> <br />As discussed in the Storm Characteristics and Information section of this report, additional <br />rain gages were installed in the burn area in an attempt to help alert residents, and <br />government officials, to the impending threat of mudslides and flooding in the burn area. In <br />an article published by the Rocky Mountain News, the failure of one gage resulted in a lack <br />of warning for the nearby Aspen Trails subdivision on July 23rd. <br /> <br />ICG".'
