In a letter dated <br />December 18,1998, Mr. Jerry Don Newton, P.E., City Engineer, City of Grand Junction, requested that <br />FEMA revise the FIRM and FIS report to show the effects of updated topographic information from just <br />upstream of the Denver and Rio Grande Western Railroad (DRGWRR) to approximately 5,400 feet upstream <br />of U.S. Highway 50 (US50), also known as Fifth Street, and construction of a flood-control levee and several <br />detention basins along the Colorado River from just upstream of the DRGWRR to approximately 2,750 feet <br />upstream of US 50. <br /> <br />All data required to complete our review of this request were submitted with letters from Mr. Mike Best, <br />Senior Engineering Technician, City of Grand Junction, and Mr. Newton. Because this Letter of Map <br />Revision (LOMR) shows the effects of a federally sponsored flood-control project where 50 percent or more <br />of the project's costs are federally funded, fees were not assessed for the review. <br /> <br />We have completed our review of the submitted data and the flood data shown on the effective FIRM and <br />FIS report. We have revised the FIRM and FIS report to modifY the elevations and floodplain and floodway <br />boundary delineations of the flood having a I-percent chance of being equaled or exceeded in any given year <br />(base flood) along the Colorado River from just upstream of the DRGWRR to approximately 5,400 feet <br />upstream of US 50. As a result of the modifications, the base flood elevations (BFEs) for the revised reach <br />increased in some areas and decreased in other areas; the width of the Special Flood Hazard Area (SFHA), <br />the area that would be inundated by the base flood, decreased; and the width of the regulatory floodway <br />increased in some areas and decreased in other areas. The increases in BFE are a result of incorporation of <br />the updated topographic information and construction of the levee. All property owners were notified of the <br />BFE increases with a letter from Mr. Newton dated January 25, 2000. The modifications are shown on the <br />enclosed annotated copies of FIRM Panel(s) 0007 E and 0009 E, Profile Panel(s) 01P and 02P, and affected <br />portions of the Floodway Data Table. This LOMR hereby revises the above-referenced panel(s) of the <br />effective FIRM and the affected portions of the FIS report, both dated July 15, 1992. <br />
