<br />the sources, causes, area affected and who <br />lives there, types and severities of potential <br />floods, The needs of the community and the <br />flood hazard analysis determine the charac- <br />teristics and capability of the warning sys- <br />tem and the preparedness plan details the <br />community response to the flooding. <br /> <br />The Guide assumes that such an anal- <br />ysis has been performed and that, with <br />a warning system and approximate <br />warning time determined, flood prepar- <br />edness planning can begin. <br /> <br />Section II includes brief statements of the <br />objectives and content of tasks and subtasks <br />making up a comprehensive flood warning <br /> <br />system and preparedness plan. When using, <br />the checklists in Section VI, the user deter- <br />mines whether the objectives and tasks are <br />appropriate to the needs of the community. <br /> <br />~, <br />',\ <br />e1 <br /> <br />The checklists provide an abbreviated list- <br />ing of each task and subtask included within <br />the Planning Guidance Section. Separate <br />checklists are provided for use in evaluating <br />existing warning systems and preparedness <br />plans, preparing a detailed plan of study <br />and managing the preparedness planning <br />process. Continuing attention sh'ould be <br />given during each stage of the planning <br />process to the vital need for detai led coor- <br />dination, communications and direction and <br />control. <br /> <br />E. Available Federal Assistance <br /> <br />Numerous federal agencies provide fund- <br />ing, technical assistance or information use- <br />ful for flood preparedness planning. The fol- <br />lowing table shows those agencies having <br />the most directly applicable programs.
