In ether areas, the value of warnings has otten <br />been lessened by inadequate preparation for emergency action on the part of <br />communities, businesses, and individuals, <br /> <br />The Guide has been prepared to aid flood prone communities to implement flood <br />warning systems and develop plans for responding to flood threats. The resources of <br />the National Weather Service and other federal agencies are available to counsel and <br />help but the principal responsibility for action rests on local officials. <br /> <br />The experiences of many persons, agencies, and communities have gone into <br />preparation of the Guide, As further experience is gained, improvements can doubtless <br />be made, We invite you to send us any suggestions for improvement of the material or <br />examples of your experience which may be helpful to others, <br /> <br />A... r~ 6? ~... - _11 It ......... <br />George p, Cressman <br />Director, National Weather Service <br />
