flooding or other common hazards; and

d. has an auxiliary power supply and
other provisions necessary to maintain
full capability under adverse condi-
tions,

A2. Establish operational procedures at the
warning point which are applicable to
the flood recognition approach used
and:

a. specify arrangements for prompt re-
ceipt of flood watches and flood warn-
ings from NWS;

b. describe handling procedures for in-
coming information;

c. specify conditions under which data
collection networks will be activated
and the means of activation;

d. specify arrangements for initiating
observation of rivers and rainfall and
for relaying of observations;

e. identify the point(s) to be referenced
by NWS in flood warnings and describe
the translation necessary to interpret
stage and time information for use in
the specific area covered by the pre-
paredness plan; and/or

f, describe detailed procedures for pre-
paring forecasts or estimates of flood
severity based on river and rainfall
observer reports.

A3. Establish operational procedures to be
followed by river and rainfall observers
which:

a, identify the informational content
and frequency of reports to be made;
and

b, provide for both primary and back-
up means of communications.

Planning Guidance
Warning Dissemination Task

A4. Establish procedures for issuing' warn-
Ings which:

a. assure prompt attention to informa-
tion concerning flood threats;

e,

"Issuing" warnings involves the decision of whether
conditions warrent disseminating a warning and if
so, what message should be given. "Dissemination"
involves the actual distribution of warnings.

b. specify what types of warnings are
to be issued under various possible
conditions;

c, assure warnings are commensurate
with the expected severity of the flood;
and

d. assure warnings are coordinated
with NWS.

AS. Establish procedures for disseminating
information concerning potentiai flood
threats to special warning recipients'
which:

a. identify which special' warning re-
cipients are to be notified under vari-
ous possible conditions of flood threat;

b, describe the means of communica-
tions to be used in alerting each spe-
cial warning recipient; and

c. specify record keeping, acknowl-
edgement and other processes to as-
sure notices are given and received,

Establish procedures for the dissemi-
nation of warnings to the general public
which:

a, are adequate to assure all affected
persons receive warnings on a timely
basis, notwithstanding telephone and
power faiiures; ,

b, provide for various levels of warn-
ing appropriate to the immediacy and
seriousness of the flood threat;

c, speoify the conditions under which
each means' of warning dissemination
will be used;

d, describe the process by which par-
ties responsibie for each means of dis-
semination are instructed to begin dis-
tributing warnings; and

e, take Into consideration the time of
day, day of the week or seasonal fac-
tors affecting the need for or means of
warning dissemination.

Special warning recipients may be highly variable in
number and basis cf need. See Section III for Ii
sample list of typical recipients.
Means may include radio, television. cable television,
door knock procedures. tone activated raaios. sirens.
paging units. public address systems. telephone and
various ethers cepending on need and availability.
