<br />. <br /> <br />e <br /> <br />primary and back-up means from all <br />relevant sources; <br /> <br />c. is safely located with respect to <br />flooding or other common hazards; and <br /> <br />d. has an auxiliary power supply and <br />other provisions necessary to maintain <br />full capability under adverse condi- <br />tions, <br /> <br />A2. Establish operational procedures at the <br />warning point which are applicable to <br />the flood recognition approach used <br />and: <br /> <br />a. specify arrangements for prompt re- <br />ceipt of flood watches and flood warn- <br />ings from NWS; <br /> <br />b. describe handling procedures for in- <br />coming information; <br /> <br />c. specify conditions under which data <br />collection networks will be activated <br />and the means of activation; <br /> <br />d. specify arrangements for initiating <br />observation of rivers and rainfall and <br />for relaying of observations; <br /> <br />e. identify the point(s) to be referenced <br />by NWS in flood warnings and describe <br />the translation necessary to interpret <br />stage and time information for use in <br />the specific area covered by the pre- <br />paredness plan; and/or <br /> <br />f, describe detailed procedures for pre- <br />paring forecasts or estimates of flood <br />severity based on river and rainfall <br />observer reports. <br /> <br />A3. Establish operational procedures to be <br />followed by river and rainfall observers <br />which: <br /> <br />e <br /> <br />a, identify the informational content <br />and frequency of reports to be made; <br />and <br /> <br />b, provide for both primary and back- <br />up means of communications. <br /> <br />Planning Guidance <br />Warning Dissemination Task <br /> <br />A4. Establish procedures for issuing' warn- <br />Ings which: <br /> <br />a. assure prompt attention to informa- <br />tion concerning flood threats; <br /> <br />e, <br /> <br />"Issuing" warnings involves the decision of whether <br />conditions warrent disseminating a warning and if <br />so, what message should be given. "Dissemination" <br />involves the actual distribution of warnings. <br /> <br />b. specify what types of warnings are <br />to be issued under various possible <br />conditions; <br /> <br />c, assure warnings are commensurate <br />with the expected severity of the flood; <br />and <br /> <br />d. assure warnings are coordinated <br />with NWS. <br /> <br />AS. Establish procedures for disseminating <br />information concerning potentiai flood <br />threats to special warning recipients' <br />which: <br /> <br />a. identify which special' warning re- <br />cipients are to be notified under vari- <br />ous possible conditions of flood threat; <br /> <br />b, describe the means of communica- <br />tions to be used in alerting each spe- <br />cial warning recipient; and <br /> <br />c. specify record keeping, acknowl- <br />edgement and other processes to as- <br />sure notices are given and received, <br /> <br />A6. <br /> <br />Establish procedures for the dissemi- <br />nation of warnings to the general public <br />which: <br /> <br />a, are adequate to assure all affected <br />persons receive warnings on a timely <br />basis, notwithstanding telephone and <br />power faiiures; , <br /> <br />b, provide for various levels of warn- <br />ing appropriate to the immediacy and <br />seriousness of the flood threat; <br /> <br />c, speoify the conditions under which <br />each means' of warning dissemination <br />will be used; <br /> <br />d, describe the process by which par- <br />ties responsibie for each means of dis- <br />semination are instructed to begin dis- <br />tributing warnings; and <br /> <br />e, take Into consideration the time of <br />day, day of the week or seasonal fac- <br />tors affecting the need for or means of <br />warning dissemination. <br /> <br />Special warning recipients may be highly variable in <br />number and basis cf need. See Section III for Ii <br />sample list of typical recipients. <br />Means may include radio, television. cable television, <br />door knock procedures. tone activated raaios. sirens. <br />paging units. public address systems. telephone and <br />various ethers cepending on need and availability. <br />S!8 the Section //I discussion of communications. <br /> <br />5 <br />
