<br />This responds to a request that the Federal Emergency Management Agency (FEMA) revise the effective
<br />Flood Insurance Rate Map (FIRM), Flood Boundary and F100dway Map (FBFM), and Flood Insurance
<br />Study (FIS) report for your community in accordance with Part 65 of the National Flood Insurance
<br />Program (NFIP) regulations, In a letter dated May 7, 1999, Ms. Marsha M, Hilmes, Floodplain
<br />Administrator, City of Fort Collins, requested that FEMA revise the FIRM, FBFM, and FIS report to show
<br />the effects of a channelization and bridge and levee construction project along the Cache La Poudre River,
<br />The project included extension of Timberline Road across the Cache La Poudre River at approximately
<br />4,900 feet upstream of Prospect Road; excavation of the right channel bank from approximately 3,100 feet
<br />upstream to approximately 4,900 feet upstream of Prospect Road; and construction of a levee along the
<br />right channel bank from approximately 6,300 feet upstream to approximately 8,000 feet upstream of
<br />Prospect Road. This request follows up on a Conditional Letter of Map Revision issued on December 12,
<br />1997,
<br />
<br />All data required to complete our review of this request were submitted with letters from Ms. Hihnes and
<br />Mr. Gregory J, Koch, P.E" Project Manager, Anderson Consulting Engineers, Inc
<br />
<br />We have completed our review of the submitted data and the flood data shown on the effective FIRM,
<br />FBFM, and FIS report. We have revised the FIRM, FBFM, and FIS report to modify the elevations,
<br />floodplain and floodway boundary delineations, and zone designations of the flood having a I-percent
<br />chance of being equaled or exceeded in any given year (base flood) along the Cache La Poudre River from
<br />just upstream of Prospect Road to just upstream of Lemay Avenue and along Cache La Poudre LPATH
<br />from just upstream of Prospect Road to the point where it diverges from the Cache La Poudre River just
<br />downstream of the Timberline Road Extension. As a result of the modifications, the base flood elevations
<br />(BFEs) for the revised reaches of the Cache La Poudre River and Cache La Poudre LP A TH and the widths
<br />of the Special Flood Hazard Area (SFHA), the area that would be inundated by the base flood, and the
<br />regulatory floodway increased in some areas and decreased in other areas. All property owners affected
<br />by the increases in BFEs were individually notified, The modifications are shown on the enclosed
<br />annotated copies of FIRM Panel(s) 0179 E and .0193 E; FBFM Panel(s) 0179 and 0193; Profile
<br />Panel(s) 209P, 21OP, 211P, 219P, and 220P; and affected portions of the Summary of Discharges Table
<br />and F100dway Data Table, This Letter of Map Revision (LOMR) hereby revises the above-referenced
<br />panel(s) of the effective FIRM dated March 18, 1996, and effective FBFM dated May 17, 1997, and the
<br />affected portions of the FIS report dated March 23, 1999.
