Floodin2 Problems and Floodin2 Historv

The most recent flood event along Saguache Creek occurred on July 26, 1999 and was
investigated by the CWCB (CWCB, 1999). The flood originated from rainfall in the
mountainous area of the watershed upstream of the town of Saguache, and the peak
discharge at the USGS gage was reported to be 1250 cfs, and may represent the 100-year
flood event. The flood did not cause any significant damage in Saguache. USGS Gage
records indicate the highest flood peak along the Creek prior to 1999 occurred during
early May, 1928 and was approximately 760 cfs. There is no record of damage to the
Town during the 1928 event. Alice Wardlow, Town Clerk, indicated high water in the
Creek during February 1979 was reported to be caused by ice jams but the high water did
not cause damage to the Town.

Ms, Wardlow also indicated, after interviews with residents in the Town, flooding from
watersheds north of the Town occurred during an event possibly during the 1940's. She
noted these areas are the ones shown on the north part of the Town on the FHBM. She
stated irrigation ditches used by residents for lawn water in the Town can occasionally
overtop and cause local areas of flooding in the Town.

Previous Studies

There are no previous hydrologic or hydraulic investigations of Saguache Creek, Findley
Gulch, and Unnamed Tributary in the vicinity of the Town of Saguache; floodplains are
shown as a Zone A on the Saguache FHBM (FEMA, 1976).

Community Response to the CWCB Desi2nation and Approval Process

A letter from the CWCB was transmitted to the Town of Saguache regarding the Board's
proposed action for designation and approval of Saguache floodplain information. The
town was receptive to the Board's proposed designation action and sent an official letter
requesting that the CWCB designate and approve the floodplain information currently
available to the community. A copy of the request letter is included in the Appendix of
this report. In addition, the community was contacted during the study process to obtain
data and general information,

6
