<br />RESOURCES <br /> <br />--- <br /> <br />-- <br /> <br />Roles of Federal, State, and Local Governments in Floodplain <br />Management Regulations <br /> <br />There are many government agencies involved in floodplain management. Some of them are involved in flood <br />disaster relief. flood hazard identification, flood control projects, flood insurance, or floodplain rellulation, Govern- <br />ment roles and the government subsidiz€JC assistance programs which are available to a community following a flood <br />disaster are discussed throughout this manual. This chapter summarizes the information on specific flood control <br />and floodplain management activities and publications you can expect to obtain from local, State and Federal agen~ <br />cies. There is a phone number and addre.sn supplied by which further information can be obtained if needed. <br /> <br />Federal <br />1) Perform flood control reconnais- <br />sance studies. <br />2) Perform flood control feasibility <br />studies. <br />3) Perform flood insurance rate studies. <br />4) Research and develop design pro- <br />cedures for design of facilities. <br />5) Make subsidized flood insurance <br />available to property owners. <br />6) Construct local flood control projects. <br />7) Construct large multi-purpose dams <br />and reservoirs. <br />8) Implement relocation and rehabilita- <br />tion programs. <br />9) Provide disaster relief funds. <br />, 0) Provide disaster relief technical and <br />admmistrative assistance. <br />11) Provide technical assistance to <br />states. <br />12) Manage publicly owned watersheds <br />to mmimize flood hazards. <br /> <br />Government Roles <br /> <br />State <br />1) Perform floodplain information <br />studies. <br />2) Perform hydrologic and hydraulic <br />investigations. <br />3) Perform flood history anel economic <br />research. <br />4) Provide technical assistance to local <br />governments. <br />5) Prepare "work proqrams" and "scopes <br />of work." <br />6) Assist with Master Drainageway <br />Planning Studies. <br />7) Assist in selecting contractors and <br />supervising their work for floodplain <br />mapping and floocj control engi- <br />neering studies. <br />8) Prescribe standarcls for surveys. <br />mapping, and enginl:lering for flood- <br />plain management studit:ls. <br />9) Certify technical accuracy of flood- <br />plain information and data. <br />10) Participate in public educational and <br />informational pr09rams regarding <br />flood hazards and floodplain man- <br />agement practices, including provi- <br />sion of written materials. <br />11) Coordinate Federal assistance pro- <br />grams. <br />12) Coordinate the National Flood <br />Insurance Program. <br />13) Seek authorization and funding for <br />Federal and State projects and <br />programs. <br />14) Co.sponsor Federal flood control <br />projects. <br />15) Coordinate flood hazard mitigation <br />activities as mandated by a Fed(~ral <br />disaster declaration. <br /> <br />4,- <br />.) <br /> <br />Local <br />1) Implement a floodplain management <br />program. <br />2) Adopt flood hazard data and infor- <br />mation. <br />3) Determine local floodplain prOblems <br />and management needs and work <br />with 8tate and federal agenCIes to <br />develop options to address them. <br />4) Enforce floodplain regulations. <br />5) Monitor chanqes in the floodplain <br />and take appropriate action. <br />6) Opemte and maintain federally con- <br />structed local flood control or <br />drainage ProjBc1s. <br />7) Cost-share with Federal and State <br />agencies in flood ~lazard study and <br />report costs. <br />8) Perform field sUlveys. <br />9) Secure rights.'of.way and rights of <br />ingress and egress for completion of <br />studies and projects. <br />10) Disseminate flood hazard informa- <br />tion and data. <br />11) Conduct public nducational and <br />informational programs on land use <br />aspects of the floodplain manage- <br />ment program. <br />12) Construct street and drainage <br />projects. <br />
