<br />PART I <br /> <br />INTRODUCTION <br /> <br />This Manual was prepared as a part of the continuing <br />planning process for the Areawide Water Quality Management <br />Plan for EI Paso and Teller Counties (Project Aquarius). The <br />~pr-ima-ry-objective for the Manual is to provide a unified approa..'h <br />for runoff determination and facility design. <br /> <br />In response to citizen input during the continuing planning <br />process, this Manual was developed as a guideline for entities <br />to use in the design of separate storm sewer systems. It include <br />less theoretical background material and more design aids for <br />. _commonly encountered system parameters than the original Aquarius <br />Project Drainage Criteria Manual. As a guideline manual, it - <br />\" <br />should be used in conjunction with the reference material used <br />in its development (Appendix C). This manual is not intended to <br />be a totally self-sufficient design document. It assu~es that <br />its use will be by professionals capable of applying the guide- <br />lines given with good professional judgement and the knowledge <br />of engineering art and science accumulated from education and <br />experience. <br /> <br />i <br />\ <br />\ <br /> <br />The methods contained herein for rainfall and runoff compu- <br />tation are limited to the planning area and should not be used in <br />other locations without appropriate modifications.
