<br />Chapter Four: Major Problems <br /> <br />In February 1995, three Wildfire Hazard Mitigation Survey Teams were <br />formed by the Federal Emergency Management Agency (FEMA) to <br />examine the problems surrounding the 1994 FEMA Fire 3uppression <br />Assistance fires (Wake Fire in Delta County, South Canyon Fire in <br />Garfield County and Roxborough Fire Complex in Douglas County). The <br />Teams met February 21-24, 1995 in Delta, Glenwood Springs and Castle <br />Rock to identify major problems and their issues, and to propose solutions <br />for mitigating the fire problems associated with wildland/urban interface <br />in their respective counties. <br /> <br />All three 1995 Survey Teams found no new major problems. All issues of <br />the existing 1990 Wildfire Mitigation Plan and its Addendum 1 were <br />viewed as still valid. Several new issues were identified. All existing and <br />new issues remain grouped into five major problem categories: <br /> <br />Problem A: Education arul Awareness <br /> <br />Problem B: Legislation and Regulation <br /> <br />Problem C: Preparedness <br /> <br />Problem D: Emergency Response <br /> <br />Problem E: Secorulary Hazards <br /> <br />Each of these problems contributes significantly to Colorado's overall <br />wildfire hazard situation. They will continue to surface as the interface <br />situation intensifies or as solutions are ignored or delayed. <br /> <br />Issues, recommendations and responsibilities for helping to mitigate or <br />resolve each of these problems are outlined in Chapter Five. The chapter is <br />the accumulation of the 1989,1990 and 1994 Wildfire Hazard Mitigation <br />Survey Team fmdings, plus additional ones that have surfaced. <br /> <br />17 <br />
