Limited channel capacity <br /> <br /> <br />and inadequate drainage facilities also contribute to localized <br /> <br /> <br />flooding in the downstream area. <br /> <br />Alternative plans considered in plan formulation included <br /> <br /> <br />additional detention storage and drainage improvements in the <br /> <br /> <br />upper basin, additional storage on Lowry Air Force Base, removal <br /> <br />of Kelly Road Dam to eliminate the hazard of dam failure, improve- <br /> <br /> <br />ment of Kelly Road Dam to assure its safety, downstream channel <br /> <br /> <br />and drainage improvements, evacuation of the floodway in the <br /> <br /> <br />lower basin, and flood plain management in the lower basin <br /> <br /> <br />including flood plain regulations, flood insurance, and emergency <br /> <br /> <br />flood warning and evacuation. <br /> <br />The primary component of the selected plan is additional <br /> <br /> <br />storage on Lowry Air Force Base both at the existing Kelly Road <br /> <br /> <br />Dam and at the potential Upper Lowry damsite. Additional storage <br /> <br /> <br />at the Upper Lowry site would provide flood control benefits on <br /> <br /> <br />Lowry Air Force Base; would reduce the costs of improvements at <br /> <br /> <br />Kelly Road Dam that would be required to provide Kelly Road Dam <br /> <br /> <br />with the capability to safely pass the probable maximum flood; <br /> <br /> <br />would provide additional flood protection for the area downstream <br /> <br /> <br />from Kelly Road Dam; and would provide storage for the safe <br /> <br /> <br />conveyance of runoff from the upstream part of the basin. The <br /> <br />potential additional detention storage and drainage improvements <br /> <br /> <br />in the upstream part of the basin would be constructed by local <br /> <br /> <br />interests to reduce the drainage problems in that area. The <br /> <br /> <br />channel improvements into Upper Lowry Dam would also be a local <br /> <br />responsibility but they would be designed, constructed, operated, <br /> <br /> <br />and maintained by the Corps of Engineers with a cash contribution <br /> <br /> <br />from local interests. <br /> <br />73 <br /> <br />. <br />
