.

increased runoff upstream, Kelly Road Dam can no longer store the

floodflows for which it was designed. Limited channel capacity

and inadequate drainage facilities also contribute to localized

flooding in the downstream area.

Alternative plans considered in plan formulation included

additional detention storage and drainage improvements in the

upper basin, additional storage on Lowry Air Force Base, removal

of Kelly Road Dam to eliminate the hazard of dam failure, improve-

ment of Kelly Road Dam to assure its safety, downstream channel

and drainage improvements, evacuation of the floodway in the

lower basin, and flood plain management in the lower basin

including flood plain regulations, flood insurance, and emergency

flood warning and evacuation.

The primary component of the selected plan is additional

storage on Lowry Air Force Base both at the existing Kelly Road

Dam and at the potential Upper Lowry damsite. Additional storage

at the Upper Lowry site would provide flood control benefits on

Lowry Air Force Base; would reduce the costs of improvements at

Kelly Road Dam that would be required to provide Kelly Road Dam

with the capability to safely pass the probable maximum flood;

would provide additional flood protection for the area downstream

from Kelly Road Dam; and would provide storage for the safe

conveyance of runoff from the upstream part of the basin. The

potential additional detention storage and drainage improvements

in the upstream part of the basin would be constructed by local

interests to reduce the drainage problems in that area. The

channel improvements into Upper Lowry Dam would also be a local

responsibility but they would be designed, constructed, operated,

and maintained by the Corps of Engineers with a cash contribution

from local interests.

73

.
