<br />. <br /> <br />REGIONAL DEVELOPMENT ACCOUNT (RD) <br /> <br /> <br />Implementation of the plan would create changes in the <br /> <br /> <br />region's income, employment, population distribution, and <br /> <br /> <br />economic base; these, in turn, would influence the course and <br /> <br />direction of the development of the region. Beneficial impacts <br /> <br /> <br />include redistribution of income benefits, increased regional <br /> <br /> <br />employment, improved population distribution, and improvement in <br /> <br /> <br />the economic base. Adverse impacts consist of increased poten- <br /> <br /> <br />tial for undesirable population growth and deterioration of the <br /> <br /> <br />economic base. The RD account is presented in table lO. <br /> <br />Income redistribution would result from the incidence of the <br /> <br /> <br />benefits and costs of the plan components between the Nation, the <br /> <br /> <br />region, and the flood plain. Flood control benefits would accrue <br /> <br /> <br />to the flood plain. The costs of the channel improvements down- <br /> <br /> <br />stream and the drainage improvements upstream from Lowry Air <br /> <br /> <br />Force Base and the drainage benefits would accrue to the region. <br /> <br /> <br />The construction costs and operation and maintenance costs of the <br /> <br /> <br />storage facilities on Lowry Air Force Base would accrue to the <br /> <br /> <br />Nation. Location benefits would accrue to the Nation. The plan <br /> <br /> <br />would result in employment increases of 300 man-yeaF6 during <br /> <br /> <br />construction and would create two jobs for operation and <br /> <br /> <br />maintenance. <br /> <br />j <br />~ <br /> <br />The selected plan's effect on population distribution would <br /> <br /> <br />result from regional land use plans rather than the selected plan <br /> <br /> <br />itself. Provision of adequate drainage facilities in the upstream <br /> <br /> <br />area could result in net benefits to regional growth by providing <br /> <br /> <br />an area conducive to wise land development. <br /> <br />. <br /> <br />47 <br />
