As with the emergency evacuation <br /> <br /> <br />plan component, a complete plan for the area downstream from <br /> <br />Kelly Road Dam must include the establishment and enforcement of <br /> <br /> <br />effective flood plain regulations. When combined with structural <br /> <br /> <br />measures, these regulations would minimize the future flood <br /> <br />damages in the residual lOO-year flood plain. <br /> <br />Downstream Channel Improvements.
