<br />. <br /> <br />SYLLABUS <br /> <br />The purpose of this study is to determine the advisability of <br /> <br /> <br />modifying the existing Kelly Road Dam on Westerly Creek at <br /> <br /> <br />Aurora, Colorado, and the advisability of other potential <br /> <br /> <br />measures to assure the safety of the dam and to provide increased <br /> <br /> <br />flood protection and improved drainage for the area. <br /> <br />Severe flood and drainage problems exist in the Westerly <br /> <br /> <br />Creek basin, particularly in the area downstream from Kelly Road <br /> <br /> <br />Dam; this dam was constructed by the Corps of Engineers in 1953 <br /> <br /> <br />to provide local flood protection for the city of Aurora. As a <br /> <br /> <br />result of urbanization in the upper part of the basin, potential <br /> <br /> <br />runoff increased and the dam could no longer safely store the <br /> <br /> <br />floodflows for which it was designed. Because of the possibility <br /> <br /> <br />for failure of the dam, emergency measures to reduce the risk of <br /> <br /> <br />failure were completed in 1979 under the authority of Public Law <br /> <br /> <br />84-99. This emergency work, however, did not significantly <br /> <br /> <br />increase the level of storage of the dam and the downstream area <br /> <br /> <br />is still subject to severe damages from major foods. <br /> <br />. <br /> <br />Alternatives considered to minimize the flood and drainage <br /> <br /> <br />problems include removal of the dam, protection of the dam embank- <br /> <br /> <br />ment, modification of the dam, modification of the dam with <br /> <br /> <br />additional upstream storage, channel improvements, improvement of <br /> <br />drainage facilities, and permanent relocation. These alterna- <br /> <br /> <br />tives were considered, both separately and in combination, in <br /> <br /> <br />developing the selected plan. The selected plan includes <br />
