<br />. <br /> <br />Plan Formulation <br /> <br />PLANNING OBJECTIVES <br /> <br />The plan formulation was directed toward meeting five plan <br />objectives. The objectives were: <br /> <br />To assure the safety of Kelly Road Dam; <br /> <br />To decrease the existing flood hazard downstream from <br />Kelly Road Dam; <br /> <br />To keep the flood hazards downstream from Kelly Road <br />Dam from increasing in the future; <br /> <br />To mitigate the impacts of residual flood hazards; and <br /> <br />To alleviate the drainage problems in the basin <br />upstream from the Highline Canal. <br /> <br />POTENTIAL PLAN COMPONENTS <br /> <br />Ten potential plan components that would each meet one or <br /> <br /> <br />more of the plan objectives were evaluated and are described in <br /> <br /> <br />the following paragraphs. <br /> <br />. <br /> <br />18 <br />
