.

The plan for storage of the standard project flood would

provide the highest degree of protection, both in terms of poten-

tial property damage and possible loss of life, that could be

economically justified. The total cost of this plan for both

dams would be $ll,280,OOO of which $3,485,000 would be for lands

and $7,795,000 would be for construction. The average annual

benefits would be $1,647,000; net benefits would be $809,000 per

year and the benefit-cost ratio would be 2.0.

Although it would provide the maximum net benefits, the plan

which would provide storage at Kelly Road Dam for the 50-year

flood was not selected because the net benefits are not much

greater than benefits for storage of the standard project flood

and because of the possibility of catastrophic effects in the

event of floods exceeding the 50-year level. The plan which

would provide storage for the standard project flood was selected

because net benefits approximate the maximum and it provides a

significantly higher degree of protection.

l-6

.
