<br />. <br /> <br />The plan for storage of the standard project flood would <br /> <br /> <br />provide the highest degree of protection, both in terms of poten- <br /> <br /> <br />tial property damage and possible loss of life, that could be <br /> <br /> <br />economically justified. The total cost of this plan for both <br /> <br /> <br />dams would be $ll,280,OOO of which $3,485,000 would be for lands <br /> <br /> <br />and $7,795,000 would be for construction. The average annual <br /> <br /> <br />benefits would be $1,647,000; net benefits would be $809,000 per <br /> <br /> <br />year and the benefit-cost ratio would be 2.0. <br /> <br />Although it would provide the maximum net benefits, the plan <br /> <br /> <br />which would provide storage at Kelly Road Dam for the 50-year <br /> <br /> <br />flood was not selected because the net benefits are not much <br /> <br /> <br />greater than benefits for storage of the standard project flood <br /> <br /> <br />and because of the possibility of catastrophic effects in the <br /> <br /> <br />event of floods exceeding the 50-year level. The plan which <br /> <br /> <br />would provide storage for the standard project flood was selected <br /> <br /> <br />because net benefits approximate the maximum and it provides a <br /> <br /> <br />significantly higher degree of protection. <br /> <br />l-6 <br /> <br />. <br />
