<br /> <br />Executive Summary <br /> <br />In order to reduce damages associated with future floods or other natural haz. <br />ards, the federal government has adopted a comprehensive, coordinated strat- <br />egyto address these concerns. An Office of Management and Budget (OMB) <br />directive, dated July 10, 1980 established the basis for Regiona/lnteragency <br />and Intergovernmenta/ Hazard Mitigation Team5. These Teams are comprised <br />of federal, state and local representatives in an effort to incorporate the back- <br />ground ond expertise necessary to promote a comprehensive opproach to haz- <br />ard mitigation. <br /> <br />The Interagency Hazord Mitigation Team (lHMT) prepares mitigation recom- <br />mendations for implementation during the post-disaster recovery phase, and <br />presents those recommendations to the Governor in a report format. The ou- <br />thority for the IHMT derives from an interagency agreement entered into by <br />twelve Federal agencies, coordinated by the Federal Emergency Management <br />Agency (FEMA). The agreement established a common policy statement and <br />implementing guidelines with respect to flood disoster planning and post disas- <br />ter recovery practices. The IHMT meeting was held in Fort Collins on August <br />26, 1997, with participants from federal, state, local, and private organizations. <br /> <br /> <br />SPRING CREEK, FT. COLLINS <br />
