Identify communities flooded in 1997 and other communities where <br />urbanization appears to preclude fully non-structural approaches to <br />flood hazard reduction; <br />. Identify non-structural measures that would contribute to flood <br />hazard reduction in those communities and the constraints faced by <br />the non-structural measures; <br />. Identify structural measures that would substantially enhance the <br />effectiveness of non-structural measures in those communities; <br />. Seek multi-objective and multi-discipline design support for such <br />combined structural non-structural projects; and <br />. A breach in the ditch bank con result in flooding areas that <br />normally would not be affected. <br /> <br />RECOMMENDATIONS: <br /> <br />. Equip ditches and canals with outlets to ollow releases into drain- <br />age channels capable of safely conveying flows <br />. Establish overflow areas to accommodate the flood flows <br />.
