Promote long-range planning for future development in floodplain <br />areas that will result in integrated flood control projects, which <br />incorporate acquisition, open space, recreation, structural improve <br />ments to address floodplains that have existing development <br />. Create a watershed-based Geographic Information System (GIS) in <br />flood-affected areas of Colorado. The system should include: 1) <br />geomorphic floodplain data lpre-development), 2) 1997 flood <br />affected areas including limits of flooding, diversion points, prob- <br />lem areas, etc., 3) current land use, 4) currently designoted flood- <br />plains including 1 OO-year, 500-year, irrigation ditches, engineered <br />structures, etc., 5) future mitigation opportunities, 6) location and <br />amount of damages, 7) infrastructure including highway facilities, <br />railroads, irrigation ditches, etc., and 8) storm data from the <br />summer 1997 flooding <br />. Develop a cooperative work team to seek additional matching <br />funds for the initiatives listed above including development of a GIS <br />Decision Support System <br />. Population growth, increased urbanization and <br />intensified agricultural use have put additional pressure on wetlands. <br />Benefits thaI may be achieved by wetlands include flood control, <br />groundwater recharge, improved water quality, wildlife habitat and <br />open space.
