"Coastal high hazard areas" are <br />shown on FIRM's as V-Zones, The V-Zone is the <br />portion of the floodplain subject to storm surges <br />with velocity waves of three feet or more during <br />the 1 DO-year flood, <br />Based on this informatio",--regulatory standards <br />that are more detailed than Emergency Program <br />requirements are adopted and enforced by the <br />participating community, These standards include <br />requirements that influence the location and man- <br />ner of installation of manufactured homes. <br />The technical guidelines contained in this <br />manual can be used in complying with the NFIP <br />performance standards, Also, local community of- <br />ficials should be contacted to determine what NFIP <br />regulations govern the placement of manufactured <br />homes in flood hazard areas, <br /> <br />State and Local Regulations-Some states <br />have regulations, as shown in Figure 1 ,34, apply- <br />ing to the placement of manufactured homes in <br />flood hazard areas, <br /> <br /> <br />Figure 1.34 State and Local Regulations <br /> <br />New Mexico, for example. requires manufac- <br />tured home dealers to provide the purchaser with <br />a notice to check with the local government to <br />determine installation requirements in a flood <br />hazard area, In Texas, North Carolina, and several <br />other states, when more than one-fourth of the <br />manufactured home frame members are more <br />than three feet above grade, the foundation <br />system must be designed by a registered profes- <br />sional engineer or architect. <br />The appropriate state government departments <br />responsible for manufactured housing installation, <br />floodplain management, water resources, building <br />codes, or coastal zone management should be <br />consulted prior to installation of a manufactured <br />home in a flood hazard area, <br />Each state also has designated a state coor- <br />dinating agency to assist in the implementation of <br />the NFIP, This agency is a focal point for informa- <br />tion on flood insurance, floodplain management, <br />and coordination of the diverse state agencies with <br />responsibilities for riverine and coastal floodplains, <br />A listing of state coordinating agencies is included <br />in Appendix B, <br />The authority of each state's coordinating <br />agency varies and can best be determined through <br />direct contact. These agencies can be important <br />sources of physical data, information on communi- <br />ty eligibility for flood insurance, state regulations, <br />references to other agencies and, in some in- <br />stances, technical assistance, <br />Local governments play the key role in <br />floodplain management.
