<br />Roaring Fork River <br />Floodplain Information Report <br /> <br />Town of Basalt, Eagle & Pitkin Counties, Colorado <br /> <br />Roaring Fork River <br />Floodplain [nfonnation Report <br /> <br />Town of Basalt, Eagle & Pitkin Counties, Colorado <br /> <br />PREFACE <br /> <br />SECTION 1 - INTRODUCTION <br /> <br />This report presents the results of a floodplain study for the Roaring Fork River in Eagle & Pitkin <br />Counties and the Town of Basalt, Colorado, The Report was prepared by Matrix Design Group, Inc, of <br />Denver, Colorado at the request of the Town of Basall Board of Trustees and Pitkin County in <br />cooperation with the Colorado Waler Conservation Board, <br /> <br />1.1 Authorization <br /> <br />This report was authorized by the Colorado Waler Conservalion Board in joint sponsorship with the <br />Town of Basalt, and Eagle & Pitkin Counlies, Colorado, <br /> <br />Town of Basalt <br />101 Midland Avenue <br />Basalt, Colorado 81621 <br /> <br />The Board's power and duty is to devise and formulate methods, means and plans for bringing about the <br />greater utilization of the waters of the state and prevention of flood damages there from and to designate <br />and approve storm or flood way runoff channels or basins, and 10 make such designations available to <br />legislative bodies of cities and incorporated lowns; to county planning commissions; and to boards of <br />adjustment of cities; incorporated towns; and counties of Ihis state as stated in Section 37-60-105 (I) ( C ) <br />of the Colorado revised Statutes 1973, <br /> <br />Copies of Ihis report are available for public inspection or dislribution, for a nominal fee, at the offices <br />listed below, <br /> <br />Pitkin County Public Works <br />76 Service Center Rdad <br />Aspen, Colorado 81611 <br /> <br />The cities, incorporaled towns, and counties within the study area may provide zoning regulations to <br />establish, regulate, restrict, and limit such uses on or along any stream or floodwater runoff channel or <br />basin, as such storm or flood water runoff channel or basin, as such storm or floodwater runoff channel or <br />basin has been designated and approved by the Colorado Water Conservation Board, in order to lessen or <br />avoid the hazards to persons or damage to property resulting from the accumulation of storm or flood <br />waters, as stated in Sections 30,28-111 and 31-23-201 of the Colorado Revised Statutes, 1975, Upon <br />official approval of this report by the Colorado Water Conservation Board, the areas described as being <br />inundated by the 1 DO-year flood may be designated as flood hazard areas and their use regulated <br />accordingly by local governmental entities, <br /> <br />Colorado Water Conservation Board <br />1313 Sherman Street, Room 721 <br />Denver, Colorado 80203 <br /> <br />1.2 Previous Studies <br /> <br />Matrix Design Group, Inc. <br />1601 Blake Street, Suite 508 <br />Denver, Colorado 80202 <br /> <br />The Roaring Fork River floodplain was originally studied by Wright-McLaughlin Engineers in August <br />1976 for Pitkin County, and in February 1978 for Eagle County, <br /> <br />The hydrologic and hydraulic analyses for the Roaring Fork River in Eagle County were performed by <br />Gingery Associates, Inc, for the Federal Insurance Administration, under Contract no, H-4549, This <br />work, which was completed in January 1979 and published in May 1980, covered all significant flooding <br />sources affecting the unincorporated areas of Eagle County, <br /> <br />The hydrologic and hydraulic analyses for the Roaring Fork River in Basalt and unincorporated Pitkin <br />County were performed by Denver Engineering Corporation (DEC), for the Federal Emergency <br />Management Agency (FEMA), under Contract No, EMW-C-1184, The DEC work was completed in <br />April 1985, The Flood Insurance Study for the Town of Basalt was published June 4, 1987, <br /> <br />FEMA realized many changes had occurred in the river since the previous studies and a new study was <br />needed, In 1997 through 1999, J,F. Salo & Associates, Inc, contracted with FEMA to redefine the 100. <br />year floodplain and floodway, beginning at the Garfield/Eagle County line and extending upstream <br />through the Wingo Bridge, A HEC-RAS model was developed and floodplain mapping prepared for <br />submittal to FEMA. The Town of Basalt objected to the delineation, and Mr. John Liou of FEMA Region <br />VIII visited the site to investigate concerns, specifically the split flow that may occur at the Upper Basalt <br />Bypass Bridge on Highway 82, According to Mr. Liou, the levee constructed upstream of the bridge is <br />not a "FEMA compliant levee," and the model was re-run to show a split flow scenario, The model was <br />submitted to FEMA, but never approved, <br /> <br />."","""'''''''''''''''.. <br />\OF ....- ,.-.
