FAX (970) 927-4703 <br /> <br /> <br />-4 <br /> <br />September 18, 2001 <br /> <br />Ms Sally Magee <br />Water Resources Engineer <br />Federal Emergency Management Agency <br />Federal Center Plaza <br />500 C Street, SW <br />Washington, DC 20472 <br /> <br />Dear Ms Magee: <br /> <br />Under Town Ordinance No, 25, Series of 2000, (copy enclosed), the Town of Basalt has <br />given itself the legal authority to impose a requirement for no net increase in flood elevations <br />(zero-rise f1oodway) for Reach II on the Roaring Fork River, on an interim basis, Reach II <br />extends from the Lower Bypass Bridge on Colorado Highway 82 at the downstream limit to <br />the Upper Bypass Bridge on Highway 82 at the upstream limit and includes the central core <br />of Basalt. The Town has further instructed staff to complete the necessary code <br />amendments to impose this regulation on a long-term basis, until such time as the River <br />Master Plan is implemented and a new FIS determines new floodplain and f100dway line <br />delineations for Reach II of the Roaring Fork River, <br /> <br />Town staff is currently working with the FEMA Region VIII staff to draft necessary code <br />revisions, Our understanding is that as long as a local jurisdiction has both the legal <br />authority to regulate the floodplain, as stated above, and the intention to enforce the legal <br />requirement, FEMA will publish a zero-rise f100dway as part of that jurisdiction's Flood <br />Insurance Study (FIS), The Town of Basalt hereby states its willingness to enforce the legal <br />requirements it has adopted, The Town, therefore, requests that FEMA publiSh the zero-rise <br />floodway (no net increase in the elevation of the floodplain) to be recognized by all governing <br />bodies involved in the FIS, <br /> <br />The Town anticipates that the remaining two goveming bodies within Reach II, Eagle and <br />Pitkin Counties, will submit the same type of statement to you, in a timely fashion, and will <br />pursue the necessary code revisions, <br /> <br />Thank you for your patience and for your willingness to support a local submittal in lieu of a <br />FEMA contractor submittal. <br /> <br />Established in 1901 <br />
