projects had to be scraped due to unfavorable benefit-cost ratios?

The author thought that flood damage to a masonry structure might be

less than that to a frame structure of the same value. In conversation

with one of the U.D.&F.C.D. consultants, Sellards and Grigg, it was

learned that they also thought separate curves for masonry and non-masonry

construction should be developed for commercial structures. In order to

make the analysis, the author obtained NFIA flood claim information

for the period of October, 1975 through June, 1977. While this informa-

tion has not been verified by FIA and may contain some errors, it is none-

theless the best information available toFIA on actual flood loss exper-

ience. Tables 5 and 6 show depth-% damage for different types of con-

struction for single family residential and non-residential structures,

respectively. The information on type of construction comes from the

flood insurance application form completed by insurance salesmen and the

information on structure value (actual cash value) and amount of loss comes

from. the Proof of Loss form filled out by insurance adjusters. No clear-

cut pattern emerges on Tables 5 and 6 and the author therefore, concludes

that the type of construction, as indicated in the two tables, is not a

significant factor in computing flood dmages.

The author found that not enough damage data was available within the

Denver region from which depth-damage curves can be developed. Two of the

most likely sources, the U. S. Army Corps of Engineers, Omaha District and

the Urban Drainage and Flood Control District were either contacted by

phone or visited several times during the data gathering stage of this paper.

The author, while working for the Omaha District from 1973 through 1975,

made many attempts to secure damage estimates for individual structures

84
