The outline of this section follows
the topics listed in the RFQ.

a. General Organization

The project will be managed by our designated Project Manager, as described in (b) below. He
will utilize standard project tracking resources available through Montgomery Watson's Man-
agement Information System to compare project expenditures, percent complete, contract bud-
get and contract schedule on a monthly basis, or more frequently if necessary. All work will be
performed by Denver Regional Office staff.

b. Staffing Roles

The Principal, Mr. Lloyd Gronning, will be responsible for assuring that adequate company
resources are available to meet the contract obligations. Mr. Gronning is a Vice President of
Montgomery Watson and has authority to commit the staff and financial resources of the firm as
necessary to assure a successful project. He will supervise the work of the Project Manager and
serve as an alternative point of contact for CWCB on management related issues.

The Project Manager, Mr. Edwin "Chip" Paulson, will be responsible for overall management
of technical and administrative details of the project. He will be the main point of contact with
Montgomery Watson for CWCB staff, and will work closely with CWCB's project manager
throughout the project. He will personally direct the work of all other project team members,
and will have primary responsibility for the statewide survey and inventory tasks. He will be
responsible for assuring that Montgomery Watson's standard Quality Control procedures are
followed.

The Project Engineer, Mr. Steve Lowry, will be responsible for the technical elements of the
project, with particular emphasis on flood hazard mitigation measures and costs.

All support staff for report production, graphics, database management, CADD, and other func-
tions will be drawn from the resources of the Denver Regional Office.

c. Commitment of Key Personnel and Resources

The key project personnel identified in this Statement of Qualifications can be committed to the
project at levels necessary for successful project completion within a six to nine month period.
The technical and administrative support staff of the Denver Regional Office are capable of
fully meeting the needs of the project over the anticipated timeframe.

18

MONTGOMERY WATSON ~
