We have organized our submittal in accordance with the outline provided in the
Request for Proposals. Our SOQ demonstrates that we have the following unique
qualifications to perform the proposed project:

. We recently completed a statewide needs assessment for water resources development
in Colorado; this was prepared for the Colorado Farm Bureau and coordinated with
the Colorado Water Conservation Board.

. We have successfully completed over 15 floodplain management projects, 20 flood
control master plans, and 5 major river rehabilitation projects.

. We follow state-of-the-art national trends in floodplain management, river restoration
and multi, objective planning of river corridors.

. We offer a local Denver project team with the technical expertise, management
ability, and professional commitment to fully satisfy the project objectives.

We look forward to the opportunity to present our qualifications and ideas regarding project
approach in a technical proposal or interview. If you have any questions regarding our SOQ,
please do not hesitate to call me. Thank you for your consideration of Montgomery Watson
for this important and challenging project.

Respectfully submitted,

MONTGOMERY WATSON AMERICAS, INC.

~~

Edwin' Chip" Paulson
Principal Engineer

1401-17th Street
Suite 600
Denver, Colorado
80202,1244

Tel' 303 382 5000
Fax: 3033825001

Sen/lilg the ~Vo!ld's Enl'."-or;I-;Jc),,!';': t,~,:,_-
