<br />. <br />. <br /> <br />SUMMARY <br /> <br />. <br />. <br />. <br />. <br /> <br />This report has identified the probable flooding limits of a IOO-year <br /> <br /> <br />flood in the Happy Canyon Creek, Badger Gulch, Newlin Gulch, Baldwin Gulch, <br /> <br /> <br />Sulphur Gulch and Tallman Gulch drainage basins. The flood plain limits are <br /> <br /> <br />based on planned future development, existing mapped flood plain conditions <br /> <br /> <br />and no blockage of existing culvert and bridge structures. Even with these <br /> <br />assumptions, floods of greater magnitude can and will occur in which the <br /> <br /> <br />I imits of flooding will exceed those shown in this report. <br /> <br />. <br />. <br /> <br />In general, there are no serious flooding problems along the streams <br /> <br /> <br />because existing development is outside of the IOO-year flood plains. <br /> <br /> <br />Proper management of the flood plains, including additional planning <br /> <br /> <br />and the adoption and enforcement of flood plain ordinances, will minimize <br /> <br /> <br />flood damage potential. The possibility of future flood damages has been <br /> <br /> <br />somewhat reduced in Baldwin Gulch by the construction of a flood water <br /> <br /> <br />retarding structure in 1965, as part of the "Franktown-Parker Tributaries <br /> <br /> <br />of Cherry Creek Watershed" and the "West Cherry Creek Watershed" plans, <br /> <br /> <br />developed by the Soil Conservation Service. <br /> <br />. <br />. <br />. <br /> <br />. <br /> <br />There are twenty-one roadways which cross the flood plains and fourteen <br /> <br /> <br />of them are overtopped by the IOO-year flood. When flood flows are of <br /> <br /> <br />sufficient magnitude to dislodge flow obstructions such as trees, brush <br /> <br /> <br />and other vegetation and carry them downstream, the debris may lodge <br /> <br /> <br />against bridges or block some culverts. The reduction in flow area can <br /> <br /> <br />cause severe stage and velocity increases which often are accompanied <br /> <br /> <br />by structure damage or complete failure. The replacement of crossing <br /> <br />structures with adequately sized structures that will pass the IOO-year <br /> <br /> <br />flood would el iminate much of the potential road crossing damage. <br /> <br />. <br /> <br />'. <br /> <br />. <br />. <br /> <br />'. <br />. <br />. <br /> <br />9 <br />
