Box 4000 <br />Sterling, Colorado 80751 <br /> <br />Jrtrnes S, Lochhe.:1d <br />Executive Director, [)~'!< <br /> <br />D,Hip,C Lill,.oE <br />D'r,'Clor (WlB <br /> <br />RE: 45 day Notice for a Recommendation to Rescind Floodplain Resolution 97-456 - City of <br />Sterling, Pawnee Creek Overflow <br /> <br />The Colorado Water Conservation Board (CWCB) at its May 12, 1997 Board Meeting approved <br />Floodplain Resolution 97-456 for the report entitled "City of Sterling, Floodplain Analysis, <br />Pawnee Creek Overflqws" dated February 3,1997 which was prepared by Icon Engineering, Inc. <br />Icon Engineering, Inc. (Engineer) prepared the report for Design Technics, Inc. The findings <br />and recommendations in the subject report present the 100- year floodplain information for a <br />proposed subdivision development. The Engineer used thf' hydrologic and hydraulic data for <br />the investigation and evaluation which was previously approved by the CWCB and accepted by <br />the City of Sterling (City). The Engineer performed a standard floodplain analysis as requested <br />by the City. The Engineer perfonned the analysis in compliance with the CWCB's "Rules and <br />Regulations for the Designation and Approval of Floodplains and of Storm or Floodwater <br />Runoff Channels in Colorado". <br /> <br />As discussed with your staff, the August 1, 1997 Flood on Pawnee Creek and the resultant <br />overflows which entered the City of Sterling demonstrated that a portion of the City's <br />floodplain mapping may be in question. From the field surveys and inspections that the CWCB <br />staff have perfonned in cooperation with the Corps of Engineers, we find that the Board's <br />Floodplain Resolution 97-456 shouid be reviewed in detail and based upon the staff's findings <br />a recission recommendation may be made to the Boa.rd at it's November 24-25, 1997 meeting. <br /> <br />By this communication, I am providing the City of Sterling with a formal notification of the <br />Board's review and potential rescission of its designation for FPR 97-456 pursuant to Rule 9 <br />0.2 (Board's Initiative) of its "R.ules and Regulation for the Designation of Floodplain <br />Information". <br /> <br />Should you request a meeting or hearing to discussion this action, I will happy to respond. <br /> <br />Sincerely, <br /> <br />~A.~ ,~ <br />~;;Ing, Chief <br /> <br />Flood Control and Floodplain <br /> <br /> <br />- <br /> <br />Management Section <br /> <br />cc.
