<br />e <br /> <br />e <br /> <br />e <br /> <br />LOCAL REQUEST FOR DESIGNATION <br /> <br />WHEREAS, staff members from Montgomery Watson met with the Montezuma County <br />officials via telephone regarding floodplain management activities and the CWCB's designation and <br />approval process for floodplain information; and <br /> <br />WHEREAS, Montezuma County did not have any specific concerns or requests regarding said <br />floodplain information and therefore concurred with the proposed designation action and agreed to <br />transmit a letter to the CWCB staff requesting designation by the Board; and <br /> <br />c.R.S. AUTHORITY <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, requires the Colorado Water <br />Conservation Board to assist in the prevention of floods and flood damages therefrom; and <br /> <br />WHEREAS, Sections 31-23-301 and 30-28-111, Colorado Revised Statutes, provide that <br />legislative bodies of local jurisdictions may provide zoning regulations for land uses on or along any <br />storm or floodwater runoff channel or basin only after designation and approval by the Colorado Water <br />Conservation Board; and <br /> <br />WHEREAS, Section 37-60-106(1)(c), Colorado Revised Statutes, directs the Colorado Water <br />Conservation Board to designate and approve storm or floodwater runoff channels or basins and to <br />make such designations available to legislative bodies of local jurisdictions; and <br /> <br />COMPLIANCE WITH CWCB TECHNICAL STANDARDS <br /> <br />WHEREAS, the detailed floodplain information, as listed in Table I, in said new Floodplain <br />Information Report and Hydrology Addendum with included maps, meets all of the requirements listed <br />under the Board's "Rules and Regulations for the Designation and Approval of Floodplains and of <br />Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, the approximate riverine floodplain information, as listed in Table 2, in said new <br />Floodplain Information Report and Hydrology Addendum with included maps meets all of the <br />requirements listed under the Board's "Rules and Regulations for the Designation and Approval of <br />Floodplains and of Storm or Floodwater Runoff Channels in Colorado" (2 CCR 408-1); and <br /> <br />WHEREAS, 100-year peak discharges within Montezuma County for the streams listed in <br />Table 2 (except for those streams with drainage areas that are too small, as listed in said new hydrology <br />addendum dated November 2000) were developed by the consulting firm of Montgomery Watson <br />utilizing the latest available CWCB regional regression equations entitled "Guidelines for Determining <br />100-year Flood Flows for Approximate Floodplain in Colorado"; and <br /> <br />WHEREAS, a procedure for determining hydrology information in Montezuma County for <br />approximate floodplains ofreservoirs, lakes, ponds, local storm drainage areas, and overflows from <br /> <br />3 <br />
