In the case of a <br />reconnaissance study, the recommendations should indicate whether a feasibility study (or <br />further analysis) appears to be justified. <br /> <br />2.2.8 Study Report <br /> <br />The written product of the study is a final report which describes the study process and <br />the analyses performed. llhe report should incorporate a history of the study with a <br />record of such things as major issues in the study, meetings held, and decisions made at <br />each point in the process. Guidelines for the preparation of study reports are provided <br />in Appendix C. <br /> <br />2.3 Summary <br /> <br />The following series of steps summarizes the basic planning study requirements: <br /> <br />(1) A study objective is developed in consultation with each of the study participants. <br /> <br />(2) A study plan is prepared and submitted to the project sponsor and CWCB staff for <br />approval. <br /> <br />(3) Appropriate coordination is established between the project sponsor, study <br />consultant, the CWCB staff, and ether organizations or individuals who have an <br />interest in the outcome of the study. <br /> <br />(4) A number of alternatives are formulated to accomplish the study objective(s). At <br />least one of these alternatives must include non-structural components except <br />where non-structural measures are not applicable. <br /> <br />(5) Each alternative is l:valuated by the use of a set of evaluation factors developed <br />in consultation with the CWCB staff. <br /> <br />(6) If necessary, alternatives are refonnulated and evalua.ted again. <br /> <br />(7) The results of the evaluations are summarized in such a way as to highlight the <br />differences between alternatives. A comparative evaluation of alternatives should <br />be performed. <br /> <br />(8) A study report is prepared to describe the study process and the analyses <br />performed. <br /> <br />(9) The report must identify a recommended alternative or indicate why none of the <br />alternatives are feasible or identify the need for further investigations. <br /> <br />14 <br />
