In the case of a reconnaissance study, the recommendations should indicate whether a feasibility study (or further analysis) appears to be justified. 2.2.8 Study Report The written product of the study is a final report which describes the study process and the analyses performed. llhe report should incorporate a history of the study with a record of such things as major issues in the study, meetings held, and decisions made at each point in the process. Guidelines for the preparation of study reports are provided in Appendix C. 2.3 Summary The following series of steps summarizes the basic planning study requirements: (1) A study objective is developed in consultation with each of the study participants. (2) A study plan is prepared and submitted to the project sponsor and CWCB staff for approval. (3) Appropriate coordination is established between the project sponsor, study consultant, the CWCB staff, and ether organizations or individuals who have an interest in the outcome of the study. (4) A number of alternatives are formulated to accomplish the study objective(s). At least one of these alternatives must include non-structural components except where non-structural measures are not applicable. (5) Each alternative is l:valuated by the use of a set of evaluation factors developed in consultation with the CWCB staff. (6) If necessary, alternatives are refonnulated and evalua.ted again. (7) The results of the evaluations are summarized in such a way as to highlight the differences between alternatives. A comparative evaluation of alternatives should be performed. (8) A study report is prepared to describe the study process and the analyses performed. (9) The report must identify a recommended alternative or indicate why none of the alternatives are feasible or identify the need for further investigations. 14
