The schedule <br />should show the amount of time required fJr each major task and the total amount of time <br />required for the entire study as well as the estimated dates for meetings and submittals. <br />The budget should provide a cost estimate for the entire study and for each study task. <br /> <br />2.2.3 Coordination Activities <br /> <br />Most planning studies will require certain coordination activities between the project <br />sponsor, the study consultant, the CWCB staff, and other organizations and individuals <br />who have an interest in the: outcome of the study. Coordlim:tion activities may involve <br />progress report>, meetings, workshops, newsletters, summary reports, and advisory <br />committees. The CWCB staff will assist the project sponsor and the consultant in <br />developing a schedule of coordination activities appropriate for each particular study. <br /> <br />In general, the more compn~hensive studies (such as reconnaissance studies) will require <br />a greater range of coordination activities. A feasibility study with a very limited scope, <br />on the other hand, may entail only progress reports and :m occasional meeting. <br /> <br />2.2.4 Formulation of Alternati'l'es <br /> <br />All studies funded wholly or in part by he CWCB should include the fonnulation and <br />evaluation of a reasonable number of alternatives for accomplishing the study objective(s). <br />The number of alternatives will depend upon the scope of the study; reconnaissance <br />studies will generally entail a greater num ber of alternatives than feasibility studies. <br /> <br />Alternatives should be deve:loped using bcth structural and non-structural elements in an <br />attempt to identify the least costly combination of measurl~s for achieving the study <br />objective. Examples of stI1lctural elemenls are storage reservoirs, canals, and pipelines. <br />Examples of non-structural elements are improvements in the management of <br />developed water supplies, water transfers from existing to new uses and new or revised <br />institutional arrangements. <br /> <br />Each planning study prepar,ed for the CWCB must include: at least one alternative which <br />incorporates non-structural measures. Where non-structural measures are inappropriate <br />for accomplishing the study objective(s), the study report should so state and provide an <br />explanation. <br /> <br />2.2.5 Description of Alternatives <br /> <br />Each alternative should be described in terms of its various (:omponents (both structural <br />and non-structural) and the manner in which the proposed facility will operate.
